Clothing question: is there laundry? Do the students only and always wear the clothes on their art?

Spiritwitch of Awesome Clothing question: is there laundry? Do the students only and always wear the clothes on their art? Yes, there is -- some classes even require specific uniforms! Treat the art like their "school photo" -- the clothes seen are just what they happened to wear that particular day.
Though you might want to be careful about using the laundry machines, though. Stuff "lost" in there turns out to be "eaten" 90% of the time.

I'm a little confused. When our quest is accepted do we try for an enrollment spot or do we wait to be contacted by an artist?

Quest acceptance does not mean you're definitely getting that student. It just means that you can sit back and stop worrying if we're going to reject certain aspects of them like: chosen race, subspecies, natural ability, and FEAR. It also means that should you get a bribe, win a custom, or get Quest Faried, that the enrollment should go pretty quickly provided you haven't made any major changes. It's also to help more people understand what is and is not allowed in this shop, so that any later quests they make are less likely to need lots of extra help.

Are undead able to give birth and if so, can undead characters be born in Halloween Town?

To answer your question, 'birth' in Halloween town doesn't happen in the same sense as it does in the human world. If you go to the information subforum there's a bit on a special pumpkin patch that might help you with that.

Valandal Can a character nominate another student for a position? With their approval. Sadly no, they actually have to come down and write their name in, if you mean for student council D: You are free to rp that their char was dragged by yours though, with your permission of course.

Though if they want a growth-spurt, it's not uncommon to trade-up some limb/torso sizes in order to get bigger faster.

I know Witches are Reapers, but do they typically have weapons? If so, what kind are typical for them, if any?

For witches and warlocks, their "familiar" is technically their weapon. For Coralie, however, I believe her "weapon" would be her hat given that she channels her Fear through it. :3

What is the highest level of magic that a 1st year can do? Say, could they make a temporary maturity potion? If not, is it possible - with permission from a teacher rper - to have a student break into their supplies if they knew what they were looking for, knew the teacher had it, and if it was for plot purposes? Would we need to have this okayed by the staff first?

The highest level of learned magic is...whatever your student has learned in a class + natural ability. At this point in time, it's pretty no-go.
But ~
If you wanna Harry Potter some Potions ingredients or a potion entire? This can be allowed, provided you work it out with the staff members involved beforehand.
