Modern punk actually. Too clean to be metal, too bright to be industrial. Very far away from emo in all respects. No idea what's in those pockets though, they look heavy.

Because really, a member of the crew of the Industrial Guild here on Gaia doesn't know industrial when he sees it. Funny that. Blue hair is plenty industrial. Brightly colored hair extensions even moreso. Goggles, stompy boots, and the like would be ideal of course.

The Industrial Guild on an anime role playing website you say? Well why didn't you say so! That certainly means you know what you're talking about.
In the end it doesn't even matter. Industrial is a subset of both punk and metal. It's also music long before it's a form of style (which is literally a barely refined version of modern punk).
