"Unfortunately, we won't be letting you go."She walked over to a dumpster and pulled a cinder block out from behind it. She then found some loose rope and tied it to the cinder block before spraying the word "Mugger" on it with her mink tag. Carter walked over to the guy and tied the cinder block tightly around his ankles. With a pleased smile, she stood with her hands on her hips. "There.
