How it happened: Ever since he was young his parents would practice him in the art of negotiation in order to get cheaper prices for the ninja art he showed more affinity toward; puppetry. It being the most expensive of ninja arts. Because of this Seytan developed the ability to talk his way through the price of objects he can buy and manage to make some extra cash.

Talent Description: Fuuinjutsu is the only path: He accepted his weakness in most shinobi aspects, and has instead learned of his true strengths. This allows Raphael to use seals a single rank above his own after learning them.
Kage Kuchiyose: When utilizing the Kuchiyose technique, he can use it in conjunction with his Shadow Imitation technique, allowing him to summon something from his own shadow. ( This allows him to use Shadow imitation in the same post as Kuchiyose in order to summon the targeted summon in an area where he can't see, or where he can't go. This does not allow him to stick someone with the imitation technique and then beat them senseless with the summon. )
Nara Pride: Long had Raphael neglected the Nara side of his family, but not after learning he was so gifted in it's arts. Through his renewed pride in the Nara techniques, he is now capable of utilizing techniques above his rank as if they were his own rank. ( Cuts chakra costs for Nara techniques to one rank lower. ) Talent Sacrifice: Inept: Raphael has accepted the fact he will never be a good wielder of his own chakra beyond shadow techniques. He is completely unable to use any ninjutsu or genjutsu other than Nara clan techniques and Kuchiyose jutsu for use with the Shadow Summon. How it happened: After spending time with his own inner shadows, Raphael has learned of a hidden truth to his own existence. Through this truth he has expanded his ability to utilize both Seals and his own Shadows as a Nara.
This Talent will not take effect until Raphael turns to C/B rank and returns from his self imposed detoxification of society. The process will take 1 IRL week, and he'll be obtaining the Shadow Summoning style while doing this. ( Not entirely sure if I'll do it after C rank or after B rank. ) If any of it needs clarification, I'll try to get to it as soon as I can.

I believe I have said this before, but I can't recall if it was to you or someone else, so I shall give you the benefit of the doubt. I won't pass any talent granting multiple unrelated benefits. To do so is basically granting multiple talents in one, which is highly unfair.
Besides that, some of these benefits are contradictory, while others make little sense.
Fuuinjutsu is the only path: The ability to use seals above your own rank, with the false implication that your other abilities are weakened as a result. Besides the fact that this one contradicts the others, I'm uncertain of allowing it even alone, since it gives the base benefit of one of the profession rank benefits as well.
Kage Kuchiyose: This benefit is hard to decipher. It seems, combined with the weakness, to allow you to create summon-like creatures from your shadow. It implies that these are actual summons summoned out of your shadow, but the implication of the rest of the talent suggests that you would be unable to learn a summon. I'd really recommend, with the way I see this as being set up, that you create jutsu to make shadow constructs instead, since physical manifestation is already part of that bloodline. Besides that, I don't feel comfortable allowing this sort of benefit without the summoner type.
Nara Pride: One rank drop in Nara jutsu costs, as well as, I believe, the ability to learn a rank above your own.
All in all, this grants you three specialties, where only one would normally be allowed, and each has their own areas where I feel a bit off about them. The sacrifice is insufficient, seeing as the benefits greatly exceed it, and with the unrelated benefits, it's not allowable anyways.
As an aside, if you plan to wait to unlock your talent anyways, as implied in the notes (Which I would also have to deny for, since such a rule would have to be in the talent itself or it wouldn't actually have any bearing on the talent.), you should wait to design the talent until that time. In the time until then, you will most likely find something else you'd much prefer to use the talent for, and having it tied up with something else at that point will only cripple you.

I can't approve this one either. The pay rate for missions is fixed, though kages are allowed to adjust it if they wish (Within reason.). To allow a talent to alter the pay rate makes little sense, as I'm sure you'll agree if you think about it.
I might however be able to approve a haggling benefit for buying and selling, since the marketplace is much less rigid than the mission hall.
1.2 or 1.5 however, if my math is working right, is far too high a benefit, as that more than doubles your income, and makes any purchase free. In fact, you'd be paid to buy things. If the base number is 100, +1.5 is 250, and -1.2 would enter negatives. Unless you are simply adding 1.5 to the end, in which case you'd have 101.5. A rather awkward number, and since you're rounding up, it'd be 102 anyways, making the .5 pointless. Same with the .2 actually. In the latter case, the benefit is actually quite pointless and I'd recommend trying a different talent design altogether.

Well, 100 x 1.5 is 150, not 250, its not doubling it, its the number plus half of it; with 1.2 it would be 120, and well i just don't know what to add as my talent. Something money related would be great since well I hate missions in general... So any ideas for a good talent then Hinote?

I would recommend waiting. You don't have to have a talent, and if you try to force one then you will simply regret it later since you won't be able to change when you finally think of the brilliant talent that is a perfect fit.

Fuuinjutsu is the only path: Only the title contradicts the other two, as far as I can tell.
Kage Kuchiyose: This allows me to use the summoning technique at the end of the shadow created by the shadow imitation technique. This allows me to summon things around corners, or on top of buildings, or even on the other side of a large clearing. That being said, He wouldn't gain this benefit until he learned the summoning, which would take him until C rank to do so anyway. It's more for aesthetics anyway, since as far as I can tell, the Kuchiyose technique allows you to summon the summoning in any area, so long as you can see it. But I can see where you'd be wary of allowing this.
Nara Pride: Actually, not really. He can use a D rank for an E rank cost, or a C rank for a D rank. Basically it is saying if he used C level technique, it allows him to use it at a D rank cost. Wording is a tad bit off there, so I can see where you'd get that impression. If I think I've worded things oddly, please just refer to the parenthesis.
also, I don't quite see how the sacrifice of all nin/genjutsu unrelated to the Nara clan, or the Kuchiyose technique is insufficient. This negates the possibility of him even being capable of using Wall/water, or even the simple Bushin(Bunshin?) technique.
As for your aside, I'm wanting his talent to tie his clan techniques to his summoning. As the summoning is going to be shadow based, it would only make sense that the master of the shadow summoning would be capable of stringing his own shadow techniques together with the summoning style. Really I might see if I can trade Speed out for Summoner if I get the Shadow summoning approved, and his talent approved. But until then, I'll think on it.

Increasing something by 1.5 is the same as increasing it by 150%... that means if the average user gets paid 500 gold for a mission, and increase of 150% would be 750 ADDITIONAL gold... totaling to 1250.
...the correct way to phrase it would be to say an increase of 50%. 50% of 500, would be an additional 250 gold... so you would get 750 where others would get 500 normally.

Again, a reduction of 1.2, is stated incorrectly as well. Trying to reduce something by 1.2 is like saying that merchants pay you when you buy things from them, as it would be a 120% reduction of the cost.
...I'm going to assume that you meant that you get a 20% reduction in prices.

After several conversations, it has been made clear to me that this talent is not fair. It has no limitations on the amount of time in combat and the negative effects only occur outside of combat... I will attempt to balance this by re-writing certain aspects so it can be re-evaluated and hopefully balanced better.

Talent: Battle Hunger (Scrapper or Brawler)
Talent Description: With his latent lust for combat and his natural wanderlust, Shinji has had little time to study any formal style beyond that which is incredibly common throughout the Land of Earth. What Shinji lacks in classical training however, he makes up for in sheer power and adrenaline once he engages in combat. Nothing propels Shinji through a fight like his love of combat, and that fervor transfers to his attacks while engaged in battle, making his Taijutsu/Kenjutsu strikes devastating for a shinobi of his rank .
1. Once a battle begins, Shinji's adrenaline begins to flow at abnormal levels and it ignites a fire within him which makes his attacks rather potent. Shinji's regular attacks hit as if they were one rank higher then his current rank in both speed and power. As a Chuunin, coupled with his already above average speed (due to Speed shinobi type)... this puts his attack speed on par with most Jounin and the power of his strikes around that of a Sp. Jounin.
[This Adrenaline surge lasts for a maximum of 4 posts, but Shinji can choose when to initiate it]
2. Once every 2 posts, Shinji can utilize two techniques in quick succession as if he had the 'Combo' shinobi type. (This will not allow him to use two ninjutsu, but he can use a Taijutsu/Kenjutsu ability and a Ninjutsu, or two Taijutsu/Kenjutsu strikes in rapid succession as part of a combination tactic.)
Talent Sacrifice: Shinji is only capable of learning either a single Taijutsu or Kenjutsu style throughout his entire career as a shinobi and he cannot learn techniques of the chosen style which are more then one rank above his current rank. This also makes training in a style more difficult, requiring two more posts then normal to learn any Taijutsu/Kenjutsu skill.
Additionally, for every 2 posts Shinji's adrenaline is pumping (while in combat), Shinji suffers a post with a -1 rank reduction in Speed and Strength after the adrenaline runs it's course. During these posts, he can still use Konaga augmentations, but they come at double the cost.
How it happened: Whether it was a quirk of his birth, or just the way he had developed to survive his childhood, Shinji had always found combat appealing to him since the adrenaline helped him to forget the pain his bloodline forced on him. So, naturally, Shinji always found himself fighting others and due to his either disinterest in learning a style, or his natural ability, never really saw the need to do so. Shinji had picked up some of the common taijutsu strikes of his native land just through osmosis, but learning to utilize them did not come easily to him. What his 'Scrapper' style did give however was intensity and a fervor in battle that most others lacked, which naturally enhanced his attacks making them just as deadly as any other 'style'-based attacks. Once the battle heightened, and the adrenaline kicked into overtime Shinji only got stronger, the euphoric and addictive rush of combat enabling him to attack both harder and faster then the average person, and enabled him to chain moves together naturally as finishing strikes. This euphoric rush during combat is the reason you can almost always see Shinji smiling in the midst of a fight, even one he is clearly losing.

Talent Sacrifice: Kye only has one arm. This has drastically altered her life in a variety of ways, which for many years limited what she was capable of achieving and continues to limit her in many, despite the ways she has developed to overcome the missing limb.
How it happened: Born to a poor family in the Rice Country during a warring period, Kye was born with only one arm and has struggled to survive her entire life. The ability to control Iron Sand had always been within her, but had never manifested itself until triggered by an immense trauma in her life. After this event however, as she saw the iron Sand floating around her, seemingly without any instruction, Kye began to reach out to the sand, only to see it follow the movements of her hand. Initially, Kye had no idea what was happening, but over time, she found that she was capable of wielding the Iron Sand with great proficiency and developed the skill naturally.
After years of studying as a shinobi, Kye eventually realized that her innate ability to control Iron Sand had been drawing from her chakra the whole time. Through vast amounts of research, Kye found that her chakra was uniquely linked to the electrical impulses of her brain, her thoughts alone automatically creating the necessary electrical/magnetic fields which allowed her to manipulate the Iron Sand into any shape she wished, simply by thinking about it. I believe these edits to be fair. Note that, as it is written now, the penalty weakness will occur immediately after the adrenaline burst ends.
Also, since the talent is modified now, it will be in effect as of your next post. This means that if you were under adrenaline before, that will end, starting the resultant penalty.
A few notes before I can re-approve though.
The number of penalty posts are not defined, and should be.
Since it now has a maximum active time, it also needs a cooldown between activation. This should be equal to, or slightly more than, the penalty for maximum usage.

While I didn't exactly appreciate Timmy's method of bringing this to attention, there are a few points in here that, due to recent decisions, need to be re-evaluated and changed.
The ability to cast jutsu without seals or incantation has to go. One or the other is fine most of the time, but both at once becomes incredibly OP. My suggestion is to take the same method as I have for David/Ichibi, and have suggested to a few others at times. Set it up to use either seals or incantation, with user choice as to which to use. This alteration will also require adding one handed seals back into the talent.
S ranked Seal-less jutsu are also highly overpowered. The solution to this though, after the previously requested edit, is very simple. Just specify that the no seals/incantation bit only works below your rank.
This may also require an additional sacrifice, though I'm not sure what to suggest. As you have conveniently already quoted Greg, I'll let him determine if another is needed or not.

For the cooldown, how about +1 per, or, more clearly, one extra post per post active, so if it's active for one, two posts cooldown. Makes a bit more sense I think than being able to activate for one post, deactivate, thereby skipping the penalty, and activate again after one post. (In fact, with that in mind, one post of penalty should be required no matter what, so you can't use that cheat.)
