This give the power to spark any kind of madness in a single person or in a group of people, if he makes eye contact and wants too (depends on the type of madness). This does not work on animals nor zoan users in their animal forms. Nor on logia users if they turn into their corosponding elements. How long does the madness last? lets put that up to the type, but it would not be over six posts What do you mean by type? Type of madness? Can he control that? How many types and what are they? *confused* ..... example: Drunken madness another: wrathful madness So, basically, it's controlling emotions? You're going to have to go into detail with this... sweatdrop

Abilities: Able to generate small spaces that are composed of a vacuum area that disperses after a short time. The estimated size can range from a small area covering a one meter diameter, five centimeter thick area to a ball with a 25 centimeter radius. A usual time limit is set to roughly three posts before the vacuum space disperses, with a limit of two vacuums at a single time. The vacuums are stationary, and cannot move at his will.

Type: Paramecia/Logia?
Abilities:User has the ability to completely control the ice element at will. The user can choose to use parts of his body to turn into ice or form it from himself and from this generate his power to turn things into ice.

How About...
Devil Fruit
Name: Kinzoku Kinzoku No Mi (Metal Metal Fruit) I'd call this the Wolverine Fruit for a common understanding.
Type: Logia
Abilities: the user is able to cast his bones into metal which can create fully functional blades that slash out at victims, similar to a "wolverine ability" He can create claws or rods that can be used for close combat. The user can also generate metal on the skin to create shields from blows and even set themselves in steal to protect from explosions. A massive downside is that even when the common downfall to devil fruit users is water the user becomes even more likely to perish in water due to this ability.
The user can produce daggers at will from any point in the body and the skin never suffers from this transformation as the user is able to somewhat heal areas of where he has conjured his weapons from the body. The downside being that anyone else who takes a blow at them, that's when they don't recover with healing.

Too similar to the Supa Supa no Mi ((Allows the user to transform any body part into a blade, thus gaining the hardness of metal and slashing abilities)) which was reserved by Aetea.
