Mulling over it, Luo sighed with a shrug. "Go talk to Konoha if their gates aren't closed, as well as grass. Those are the only two villages I want to talk to right now. Remind the Hokage of the man who accompanied Zane Hajime and convinced him not to declare war in order to obtain the star, and the mist sannin that helped create the infinite one swordstyle. That should jog his memory a bit. And just inform Grass that the new Mizukage wishes to speak with him and extends a welcome of him and him alone. Same with Konoha. I want the villages of the fire country on our side." It was an easy tactic in Luo's mind. Fire country was by far the largest of the five great nations. Within it, at least four hidden villages are known. He knew Zane hated the leaf for some reason, but it was no concern of his. It was these two nations that Luo needed to befriend, especially dealing with his joint effort with the leaf to create the infinite swordstyle. As far as he was concerned, the mist was wiping its blood stained blades clean. For now at least.

"I see...so the bloody mist is no more?" Blade asked curiously. Was a funny thing...to not have a blade stained with blood. But if these were the wishes of the Mizukage, then he would have to follow them. "As you wish...Mizukage Sama," he stated before bursting into a cloud of bugs.

Luo sighed as he looked at Blade leave in the bug swarm muttering, "A man who bathes in blood can only plead insanity. Our country is sick and unstable like an insane man. We need time to heal and rebuild. We can't always bask in the glory of battle." Pouring the contents of the box of scrolls, Luo looked at the ANBU men around him. "Lock and guard the windows and the doors." With a nod, they jumped to their stations and Luo kneeled in front of his first daunting task: sorting the scrolls of the village by rank and type to be stored in the scroll house.

Standing up, Luo looked at the neat scroll piles on the ground, with a sheet of paper in front of them labeling what type of jutsu it was, in order of rank and even categorized as defensive or offensive. It was how the scroll house was going to be set up. He just had to transfer the fire and wind scrolls he had at home. He would need to talk to LT about producing some lightning scrolls. With a sigh, Luo sat at his desk as the ANBU were on guard. Taking out a sheet of paper, Luo began writing out the blueprint for the scroll house. He wasn't one for architecture, but this was a structure he'd thought about for a while now. "I wonder how long it will take LT to get those kids back," Luo muttered to himself.

A clone of LT appeared in bowing position in front of the kage in a ANBU uniform. "im sorry Mizukage, i was unable to locate our other mist nin. They seem to be traveling in multiple different directions and constantly moving. i cant seem to find any of them sir."

Luo sighed a bit rubbing his left temple. "Are you kidding me? How difficult is it to track a few genin?" Luo then thought about it for a moment and shook his head. "Nevermind. If they're traveling with a squad leader, then I'm guessing it could be difficult. I need all of the mist shinobi in one place today. There's a few changes they need to hear about." Luo then looked at LT with something on his mind. "Hey by the way, I'm declaring that you become temporary kage in my absence. Any of them. You have eyes and ears all over kiri that I don't even know about, and you have experience in your years that more than qualify you for the position." Standing up, Luo pressed his robe down and put his kage hat on his head as the short sleeve robe shifted a bit. "I'm going to get my shinobi." With a nod and a glance from LT back to his desk, Luo walked past him, closing the door behind him and exiting the office, watching as people began to bow to him and clap a bit. "The people of Kiri. Always so appreciative," Luo said to himself.

LT sighed, "Oh that figures, little does he know i hate being in charge but i will gladly do my duty for the mist." LT walked over to the window and saw the people bow to their mizukage as Luo left the building. They all seem so happy and peaceful and nice now that Luo was in charge. At that moment the runner woman came in and bowed to LT. "Sir i am"- LT interrupted her with a boot to the face! "Aw hell No! I MAY be in charge, but you as sure dont bow to me!" The woman flew out of the office and was never seen for a few days.

A large silver dragon circled high in the sky, the clouds acting as a natural cover that her silver scales blended in near perfectly with. It was like the beast was completely one with the sky, the dragon moved with perfect grace and speed as it made its way around. Like a vulture waiting to kill. For a few seconds it seemed as if the dragon had come for no reason, but for those who would be looking skyward they would notice a small figure jumping from the dragon's back. The figure fell at a stomach churning speed as he plummeted toward the earth, the midnight black cloak on his shoulders rippling violently with the wind as he fell. After falling to only a few feet off of the ground the boy vanished in a spray of mist that splattered upon the ground, creating a small puddle. The boy reforming a top of the Mizukage's tower, leaning against the edge with his eyes closed and his expression that of one whom had a lot upon their mind. He would simply wait, someone was bound to find him. An unfamiliar shinobi could only remain upon the Tower's roof for so long without being noticed, besides, his over achieving arrival would only bring even more attention to himself. He smirked slightly as he imagined himself nearly slamming into the street at that high of a velocity. "That would have felt sore in the morning..." The boy muttered, his expression lightening as he waited. A woman with a bleeding nose and a shoe imprint planted upon her face soon caught the boy's attention as his eyes shot open at the first sound of her tiny cries. "Ouch...." He muttered while fishing around in his pouch, producing a small cloth that he handed to the woman for her bleeding nose. "Whoever did this is now on my bad side today..." Toshiro muttered to himself as he helped the woman up, pointing to the hospital with a slightly sorrowed look in his eyes. "Poor girl..." He muttered before slipping his hands under his cloak returning to his leaning stance as the woman left for the hospital. "Didn't even ask why I was up here...That was strange."

Drake the medicine peddler entered the newly rebuilt Mizukage Tower. He rushed passed the masses as they ignored him, simply brushing him off as another peddler seeking to train with the old Mizukage. As he climbed the stairs passed the office, he finally reached the top of the tower. Seeing a shinobi standing there he greeted him with a sincere smile. "Hi...you look fairly strong...what could you be possibly doing here atop the tower?" Drake asked him curiously.

The boy remained silent for a long while, it a was almost as if he were lost in his own thoughts. "Why would one ask if they are doing the same? Seems you could answer your unneeded question with an reasoning of your own." The boy finally muttered, never exactly answering the man's question. He remained standing with his eyes closed in thought and boredom, his clothing rippled in the wind as he stood. A small amount of blood remained on his cloak from the previous occupant of the rooftop and it gave the boy a murderous look, as if he had killed someone rather recently and hadn't the time to change clothing. "Also to call a man strong without knowing him is a rather poor move. Ego's can be a dangerous thing to encourage as they almost always lead to premature death." The child obviously had a very dark way of viewing things and he enjoyed to share his thoughts with others in his own creepy ways, he found his abilities to scare others one of his strong points.

"It's not proper manners to answer a question with another question...for if that's what's going to happen, then this conversation will never get anywhere," Drake pointed out with a huge smile on his face. It was rather a kind and sincere smile. "And I never said you were strong...I said you 'looked' strong. Looking strong and being strong are two completely different things...perception is a paculiar thing. In my perception, you seem strong...but that doen't mean that you actually are. For all I know, you could have the strength of a tiny helpless little baby," Drake pointed out as he slanted his head sideways, looking at Toshiro curiously.

The boy sighed softly as he read the man's expression though the tone of his voice, the man seemed to be enjoying himself and it was beginning to annoy the child. "So....Childish..." He muttered softly in a slightly annoyed voice, he didn't come to the village just to have a happy conversation with a man that couldn't even keep his clothing well kept. "Well, seeming as you are so cheerful and ready to speak. May I ask why you are conversing with me? I obviously didn't come here to speak with you, therefore this conversation seems a tad on the pointless side of things. Unless you have some other goal in mind."

Another man flew out of the office with a boot print on his face. He immediately ran to the hospital as well. LT had to get out of the office badly. Everyone coming to him with their problems and fights and arguments that were over nothing. LT could not handle it any more. Too many people complaining. And the funny thing was that they were the ones that left, not him. LT stood his ground every second and was always in the mist working for the betterment of it instead of running away. And those two people who came in and he kicked in the face were trying to bring listening devices on them so the other potential seekers of the Kage postion could gain an advantage. LT would not have any of it, so he decided to take a break on the roof. He jumped up to the roof with a folder in his hands for some light reading and noticed two other shinobi there. One is dark robes the other looked like a peddler.

"Another goal in mind?" Drake laughed embarassingly as he scratched the back of his head. "My only supposed goal was to ask you what you were doing at the top of this tower. You never did answer my question, you only responded with another..." Drake pointed out still laughing sincerely. "This conversation was prolonged because you chose to prolong it...if you would have just answered my first question to begin with I wouldn't have taken so much of your 'precious' time," Drake explained still laughing.
