Okay, what we KNOW.
1. The person who fell from the window looks an awful lot like Zhivago in the body shots from the con.
2. The person who fell from the window is very clearly a vampire.
3. Ian is now being (has been?) taken to a bunker.
What we can GUESS.
1. Zhivago is working with/is the sniper.
2. Zhivago is a vampire.
3. Zhivago looks angry in the last panel. He might try (have tried?) to intercept the group on their way to the bunker.
