[Of course. When you invest in outbursts, you do not invest in a SINGLE one. That one was granted to you at its maximum ability. However, there is a set number of points necessary for each character to "buy" their next one. If they never spend points on their outburst category, they'll go through the game with only the ones they started with. I'll tell you this, too. Each CHARACTER can get 2 outbursts. However, each JOB CLASS can bring 3. And there are two job classes per character. So you can get all 8, if you really want.]
