Sigil is...something that is going to require a lot more background info.
In Reina's world, there are beings called Spirits (for example: Necroma the Spirit of Freedom and Death, and Demona the Spirit of Deceit and Despair). Spirits are - and this is the main religious view of the world - God's first created creatures. They are what give humans their emotions and represent certain aspects of life and humanity. They are the equivalent of angels (or demons, if they happened to side with Lucifer in the heavenly war).
Now, the reason why I told you about Spirits is because a Sigil is a seal. The seal can be put anywhere that is easiest to secure a pathway to trap a Spirit within the body of a human (and I promise you, this was thought of before Naruto came into being). Seals are unique, and each one is representative of what Spirit is trapped within a body. Sigil users are very, very rare for several reasons: the unlucky bastards who got the Sigils underwent very painful experiments to have the seal, had an even more painful experience of having something trapped within them (and quite a few of the people who got Sigils were forced into it), faced possible insanity due to the Spirit being VERY pissed off at being trapped (and yes, it IS possible for Spirits to talk to their host depending on how badly the sealing process was botched up). The only good thing about having a Sigil is that you tend to get a few talents that you otherwise wouldn't have (Necroma, for instance, is a fire Spirit, so you get to have control of fire).
Now Reina got lucky in that her parents only have on Sigil each. That keeps them much more sane than some of their other cohorts (Flare's parents each had two, and Flare's father had quite a few mental issues because of it). The maxium limit a person can endure is 5 before their minds go blank while the body pretty much explodes. 4 turns you into a dangerous schizophrenic. And so on and so forth - but even one Sigil can be dangerous to the Host.
That's not even counting the number of people who would want to kidnap the Sigil users to force them to do their own bidding, kill the Sigil users for going against God's will by forcing Spirits within them, kill Sigil users for being dangerous, powerful beings...it's not a happy or easy life as a Sigil user, and the few that exist tend to stick with each other.
