He was debating on wether he wanted to stay and chat or not. Things got out of hand, he could always leave. Not that this man would be able to do much to him anyway.

"What do you want?" Superman demanded, He didn't believe this man one bit. He didn't care where he was from or how objective he was, if he could float there above the rubble of Titan's Tower and smirk then he definately wasn't one to be trusted.

X shrugged slightly. "As I said, simply to observe at the moment. If i'm bothering you, I can always lea-" X started before trailing off. He glanced towards Latveria a moment, then a small wicked smile crept upon his face. My, my, my....well that was one problem out of the way.

Superman eyed him suspiciously, "Fine, do what you want, just stay out of the way of the people who are doing their Jobs." With that, he left. He'd have to get a crew down there to analyze exactly what had happened later, but right now his help was needed at the JLA Watchtower. So he flew straight there.

X turned back to the man and watched him leave. His smile grew slightly and he turned back to the still burning tower. Slowly the flames began to die down and melted into nothing more than smoke. Now then, what to do...should he just have the earth swallow this eyesore, or should he leave it here for the humans to return to...if he really wanted to bug the humans, he could animate the bodys and have them cause a bit of trouble throughout the other cities. The man had told him to do what he wanted...provided he stayed out of the way. No problem with that. He could do anything from the comfort of his own realms.
He glanced back towards Latveria. There wasn't so much as a hintage of Hoshi's aura any longer. Perhaps the girl had let out some of her frustrations. So much for all that mouthing he liked to do. All bark and no bite in the end.
Though he didn't trust that Hoshi was truly gone. He was part of him, which meant that he probably had a backup plan of some sort. Though that didn't mean he had the chance to use it.

Vandal Savage had just been walking, when he realized he could recognize some areas. Interesting. Suddenly, he approached a large pile of rubble. He didn't know what it was at first, but then he looked around again, and realized where he was. He also realized what the rubble was. The rubble was what was left of Titan's Tower. It HAD to be. Savage noticed a single man flying above the ruins. "Who are you?" asked the immortal of the flying man.

The part of the drone that was left behind was still searching the ruins of Titan's Tower for samples and tech that could be useful for data. As with each Commissar drone, it had a set program of people that were eligible to join the Masterminds of Evil and sensors dictated Vandal Savage was in the area inside what was left of Titan’s Tower. Being recruitment the top priority over sample gathering, the drone buzzed its way over to Vandal's side and began to speak.
"He is the powerful stranger, Mr. Savage...Not wise to tangle with him; all he offers is hidden in shadow and fog...I have an offer befitting of a man of your genius..."
The little head sized drone floated beside Vandal as it looked directly at X, even though its sensors were capable of much more vision, X needed to be focused on less he vanquish the drone before it effectively recruited Vandal Savage.

"Excellent Mr. Savage; this will be well worth your time, I assure you...I speak for the second command of an organization called the Masterminds of Evil, also known as the Commissar. The organization is headed by Victor von Doom; you may have not heard of him, but he is one of the most powerful and richest men in the other universe. As Masterminds, we seek other villains of powerful intellect and some villains to be used as pawns, such as Doomsday. You will be able to use our near limitless resources to perform your own projects to destroy your enemies. We are an organization with principles; you work on your own projects and once in awhile you must contribute to an organization project...The rest will be explained to you upon joining when you get our rule book...Trust me; we have very few rules, but rules none the less."

Vandal Savage couldn't contain the smile that appeared on his face. "Anybody that can use Doomsday as a pawn has my complete attention. Count me in. However, I reserve the right to leave if I am not further impressed."

"Fine, there are rules on that however...It's all in the rule book. Doomsday is a pawn only because my real self can send him back to the Phantom Zone; another device created by our organization for the sole purpose of keeping pawns in line. Go to the middle of Gotham where the homeless reside. When you arrive, do not be alarmed when one of the homeless asks you for change, simply say 'The Change I Bring is too much for one to carry' and you will be guided by that person into one of my many outposts where you will be teleported to my base. As soon as you arrive and review the rule book, you may begin work on any project you wish or help others with their projects. My master will be around to help you with anything you need and any heavy lifting or retrieval can be directed to Doomsday...My master looks forward to adding you to our ever expanding organization."

"You misunderstand me. If I decide I'm going to leave, I will leave. You will not be able to stop me." Vandal Savage didn't like being told what to do. He had his own organisation. He had ruled large portions of the known world several times in history. In fact, history would have ended up incredibly different had it not been for Vandal Savage.

X turned and glanced down at the man standing amongst the rubble that was the tower. Hm, just one of the other humans. He had no particular interest in the man at the moment. Though…he might be able to use him later to get what he needed from the spider.
A drone appeared and he glanced down to watch the two talk a moment. Hmph. Villains were teamin up...heros were teaming up...still the same old story. Oh he was already getting bored with this. This floating rock was no different than any of the others.
