Zdura sighed as, after several moments of waiting, the mizukage had not responded to the buzzer. He was probably busy though, kages often were after all. "I'll wait here then I suppose." he said, giving the secretary a small smile through his mask, before moving to the benches nearby once more, as he had before they left. Pulling out his notebook, he resumed his previous past time of making edits and additions to the notes within. As he worked, the man's sharp ears, honed through so many years of information gathering, picked up on the sounds from the office. He couldn't hear any words, but the voices were distinct. At the moment it was the Mizukage himself, and a couple young boys. After a short while, the boys left and headed out of the tower, but Zdura was still not called, presumably because a new voice had appeared. Had he been there before, or arrived just now? Through the window? That seemed a security hazard of the highest order.

A little while longer, and the man saw a young boy, Inuzuka most likely from the markings and dog, come into the building and go straight through up to the office. Zdura considered stopping him, but chose not to. His reputation was still in question here, and doing anything might offset it in the wrong direction. Besides, the boy would be sent back down once he got up there anyways. A few moments later, he heard the knock on the door, and then the voices were louder, as apparently it was opened. The unknown voice from before scolded the boy, but then the Mizukage spoke up, and the door closed again, apparently with all three inside. Had he... Just been skipped for a door crasher? This must be a test of his patience. The mizukage wanted to see how he would react under such circumstances. Then he would remain calm as always, and continue his writing.

A few moments later, the door opened again, and one of the people exited. Judging by the weight of the steps, it was not the small boy from before. And, yes, a moment later a familiar face walked through the lobby and out the door. Kaizen was the one who went through the window. Why he chose the door on the way out though, who knew? Perhaps to give an example to the child from before. Minutes longer passed, and it seemed the Mizukage must be having a meeting of some sort with the Inuzuka boy. Zdura was just considering giving up for now and going for another walk around town to familiarize himself more with the area, when LT walked through the room. Just as the Inuzuka, he didn't even glance sideways, neither at the secretary nor himself, and went straight up the stairs. After a few seconds more passed, Zdura sighed, and stood up, snapping his journal shut and returning it to his pocket. "I'll just go with him." LT was undoubtedly here to report on the mission as well, so it should be fine for him to tag along with him. And this way, it wasn't him doing the gate crashing. He could see now why the secretary, -Mrs Kanai wasn't it?- seemed so bitter. With slow almost graceful steps, Zdura ascended the stairs behind LT, catching up just in time to see the man knock on the door.

As Koga spoke, Luo's eyes drifted towards the letter on his desk. He'd gotten halfway through the note by the time Koga had finished speaking, however even at that point the letter was rather disturbing. The man kept his composure as he let off a little steam the only way he knew how other than on the training field, which was to exhale rather deeply. The sigh for the Ushio clan could portray a vast array of emotion, and all of them seemed to share that odd trait. It was often speculated that this was due to the clan's seeming inability to for the most part show any emotion in their faces. The accusation was unfounded and of course untrue however; the real truth of the matter was most Ushio were rather stone-faced for the simple fact that they were often too busy with internal dialogue to portray emotion when it was needed. And by the time they realized what had occurred around them and emotion began to take hold, they suppressed it in an attempt to stave away the notion that their delayed reactions were rooted in ulterior motive or interpreted as a simple trick of the face, something that had also been said before.

Luo however, was rare in the fact that over time he had learned to 'keep an ear out' so-to-speak, or rather divide his attention accordingly. Admittedly he wasn't perfect at it as young as he was, but the morning meditations and teachings from his grandfather certainly helped quell the chatter in his head. He then smiled at Koga at last before muttering a simple, "I see." He scribbled a few words in the boy's file, nothing of damning nature but rather taking note of his goals. He then added, "Well I'll say this, being Mizukage is no easy task. Anyone who aspires to serve their country this way has to above all else be subservient, willing to give up any and all time they may have. It's certainly an interesting goal to have Koga, but as long as you work hard at everything you do, I don't see why it wouldn't be a possibility in your future."

Closing the file, Luo heard a knock on the door followed by the apparatus on his desk crackling in. Mrs. Kanai was not pleased, as she'd begun to piece together just how many people had bypassed her desk upon entering. Before she could finish the rant however, Luo's right index finger slowly moved towards the button on the speaker before pressing it lightly. Her screaming had filled the room, however with his finger on the button he couldn't hear any of it. A placid smile crawled onto his face as he closed his eyes for a moment and inhaled, taking in the silence in an effort to distress his mind, after all he had just read the news of an apparent Ushio who had attacked Konohagakure's gates. Taking his finger off of the button at last, he was lucky enough to hear her tell him that the architects and engineers he'd asked to have a meeting with that day and then subsequently pushed their meeting back an hour, were now amassing downstairs in front of her desk.Pressing it once more he muttered, "Thank you Mrs. Kanai. Please, give them some coffee while they wait and let them know I apologize for not keeping to my appointment."

As he let go of the button once more, Mrs. Kanai did not reply. He gathered she had nothing more to say, having vented already to the young man who now rubbed his temples at his desk. "Come in LT," he muttered towards the door, his knock of all being the easiest to recognize. It had changed only slightly over the years since they were younger, but he always knocked a bit heavier than most others. This day was not getting any easier for Luo as he finished the letter. He'd stared at the sketch of the man for quite some time, but couldn't put any stock in it. It wasn't in color so he couldn't tell if it really was an Ushio, and if it was he in all honesty had no idea who he was. It was odd really, the man knew the face of every Ushio in the great four villages of water that became shinobi, however this one in particular rang no bells. "Perhaps my grandfather could shed some insight on this. I've only been the clan leader for a year, so I'm sure in that time he hasn't forgotten the faces of those who'd abandoned the clan during that time."

Looking back at the bird, Luo didn't know what to do. He gathered the matter was urgent and required immediate attention, however having no knowledge on the man of his own he had no details to give. To make matters worse, such a notion could give the illusion that he had in fact planned on attacking and simply didn't wish to reply. As busy as his day was, he had very little options on what to do. Pulling out another scroll of his own, he wrote a letter back, a simple one at that. It explained that he in fact did not know the man, but would look into it further and follow up with another letter of his own in two days time. It was all he could do until he researched the matter, ending it by noting he'd make sure to take note of any suspicious Konoha shinobi in the days to come. Rolling it up, he placed the new letter back on the crow's neck and held his arm out to allow it to perch there, walking it over to the window and allowing it to fly out, closing the window from behind. He only hoped the letter would suffice until he had more information.

LT heard the footsteps behind him and turn to see Zdura walking up the steps to accompany him into the office. He didnt notice him down stairs in the lobby but LT was probably too damn tired to pick up on any thing happening around him anyway. He gave a 'wassup' nod to Zdura as he heard the orders of his Mizukage beckon him into the office. LT firmly grasped and turned the door nob swinging the door open quickly, but under firm control, and allowed it to swing wide enough to show Mizukage Luo that he was accompanied by another. the Jonin Commander took one second to take in the environment and incumbents of the room before he approached the desk. Tares walked forward and stopped 6 feet away from the desk of the most powerful man in Kiri, it was military custom and regulations to be so brisk and precise as six steps away. And as per regulations LT bowed formally,"Lord Mizukagesama, we have returned from our mission." and waited for a reply.

Zdura returned LT's nod in the instant before the door was opened, and as LT walked into the office, Zdura matched him step for step, including the bow at the end, but kept his silence. LT was the commanding officer of the mission, so it was his report to give unless he was asked questions. He would only speak up once the debriefing was over otherwise, to request another mission. Though he'd probably get a different watcher, since LT seemed quite worn out. Yet another advantage of being a clone he supposed, he could never tire. Perhaps though, he wouldn't need a guard this time? He had spent some time with LT on the mission, so the man might put in a good enough report on him that he was free to run on his own. Well, assuming of course that whoever they had sent out to research him had returned already.

As the two waited, Zdura let his attention roam the room, taking in the fact that the Inuzuka boy was still present. Would Luo send him away before the debriefing? Or would this be an odd all included meeting? By the seemingly lax policy on allowing people into the room, he wasn't really sure.

The bird waited patiently. Not minding the wait, as the bird seemed to be more so intent on observing the Kage. Utilizing it's natural instincts to figure out if there is a threat, or not from the man. Should it die, there was already plans in store for retaliation. Though from what it seemed, from it's point of view, it felt not endangered within the room. It wasn't comfortable because it wasn't in it's house, but it didn't feel endangered; and when the scroll was reattached to it's neck, the bird decided that indeed there was no threat here. That was great. Konoha, though with an army ready to feast, wasn't prepared or wanting to go to war; or at least, with another country. Not only that, but this would allow it's employer to continue on with his torturous schemes. Good news that would ensure that it won't be a snack for his snakes.

Hopping onto Luo's outstretched arm, the bird waddled carefully near to his wrist, as it was led to the window. Making sure those black talons did not tear into it's flesh before hopping back onto the window sill it was once upon. With a few preemptive flaps, those massive altered wings spread and took flight into the the skies. Flapping with haste back to the village to ensure it's important duty becomes complete. The tides of hostility, after all, revolves on it's massive wings.

Nodding towards Tares as well as Zdura, Luo looked back towards Koga. "Koga, I'm afraid our meeting must be cut short I apologize. I'll send word for you once squad placement is completed, in the mean time I suggest brushing up on your skills before that happens." Nodding with a light smile, he watched as an ANBU member walked in and showed him out and down the stairs, closing the door behind him. Looking at both Zdura and Tares, Luo was hoping for some good news among the bad that seemed to pile up that day. The notion of he himself being late for a meeting that he in fact put together irked him to no end, as the young kage was known even as a child for his punctuality. He believed one who did not make the effort to be on time in the end would never make the effort to be anything. It was the smallest of courtesies and yet seemingly the most difficult for most people to put forth. Having those men downstairs standing around was definitely on his mind, and he hoped they didn't take any offense to the matter.

Placing Koga's file to the side instead of opening the secret compartment he hid the files in right in front of Zdura, he thumbed through some mission files on his desk until he came across the one Tares and Zdura had just come back from. Pulling it out of the stack, he opened the manila folder and skimmed over it quickly to refresh his memory. Looking back up at the two he muttered as his hands fell on top of one another on the bamboo desk, "Well, how'd it go?" His question was posed rather dryly, the youthful man not wishing to expend anymore time on the matter than absolutely necessary. It mattered not to him who spoke up at this point since in the end Tares would draft a written report by the end of the week anyway, so he wanted the answer as straight forward as possible.

The Commander straighten from his bow but remained in attention. His standard mist-flack jacket was stained with random splotches of mud and other material from the jungles of the water country. His hair and face were dirty but it seemed his equipment remained in pristine condition. It was not often that he felt he let his Mizukage and his people down. He hefted a short sigh before he answer. "The bandit army wasn't there. We found their camp abandoned, and we figured they were moving on to their next target. So we attempted to track them, we spent a week looking through the country side but were unable to locate the bandits. We then investigated several countrymen through out the island and rainforest and rumor had it that they left water country to either raid ships or find a land, with weaker defenses than our own, to prey upon. To summarize Sir, we were unable to eliminate our target and fulfill our objective." LT remained standing still waiting for what came next, although he felt bad about not completing and fulfilling his mission, there was nothing he could do about that now. He just had to work harder to make sure it didn't happen again.

"I see" was all that escaped Luo's lips as he jotted a few things down. He wasn't particularly angry about the situation. If they moved on then that was fine with him, at least they weren't threatening the lives of people in Kiri. However, that probably meant they were hiding out on one of the surrounding islands. He doubted they'd make the trek to the mainland unless they stole a fishing or trading vessel, and from the reports he's read none of those had been stolen. Tapping the pen for a moment on the desk, he jotted a few more notes down in the folder should the case ever need to be reopened. Letting his left hand hover over the vast array of stamp heads on the left corner of the desk, he picked one up in particular. Inking it cautiously, he stamped the initial report on the inside with what said "Mission: Inconclusive" before closing the file.

Placing the pen down over it as he placed the stamp back as well, Luo shrugged a bit as he placed his head in his left hand and sighed. "Well, if they're out of the area they aren't necessarily our problem anymore. However, that doesn't mean they won't be our problem once more in the future. I suspect they're hiding out on one of the neighboring islands, however which one I am unsure of. I'll send a squad out to find them and monitor their activity for a few weeks. Perhaps we can catch them in the act of something bigger and get to the bottom of some other things happening in Kiri-country recently. I don't doubt they had spotters all over the countryside and one of them caught sight of you two poking around the areas they frequent, so you probably spooked them off. I don't think you spooked them out of the country however, just out of their comfort zone which is good enough for me. It'll give me a chance to send some trackers out to monitor their movements."

Looking over towards Zdura Luo muttered, "Well, anything to add? You were apart of this mission after all. Any abnormalities or interesting bits of information you saw or heard that LT may not have?"

As Luo asked for his input, Zdura nodded and stepped forward a half step. He had nothing truly conclusive, but years of practice in observation and intelligence had given him a rather different view of a few points in the story. "While the locals claimed there was an excessively large band of bandits, the camp we found was very small, as if there were only perhaps five, ten at most. Further, when we asked questions the answers seemed more like conjecture than fact, or even rumor, as if it was an explanation developed on the spot. This is supported by the fact that all of the people we asked had a different destination." Pausing, Zdura took a breath while allowing his view on the matter to sink in before continuing.

"I believe the information we received for this mission was falsified or misinformed, as what we found did not match what we were told. Best case scenario, it was a mistake by the civilians and a small band spooked them. Middle case, what LT has already stated. Worst case scenario..." Zdura frowned visibly through his mask, his brows knitting as he considered the implications of his next words. The information was correct but misplaced, and the bandits are in a different area. Or worse yet, the information was falsified by an enemy to divert the village's attention."

Stopping at that, Zdura considered using that moment to request another mission, a patrol perhaps, to scout out any possible enemy were his suspicions correct. And further, to gain the chakra of those he fought, as intended, and needed. But instead he chose to wait. Luo would most likely come to that conclusion himself, or he could ask later. For now it was best to let the man determine his own view on the information provided. So, Zdura stepped back, putting himself back in his original position and signalling by doing so that he was finished.

LT nodded, "Zdura's logic is sound." LT spoke calm yet advising as with one hand he scratched his masked covered chin. "Although the evidence of the camp sight leans to the conclusion that these were indeed bandits that were few in number and poor in training and supplies. For example, the camp sight was traceable easily for a high genin or low chunin, scraps of food and empty grain sacks correlated with stolen food shortages of near by villages. Even so, it was only enough food for 5 to 10 men for one week. Also broken weapons(if you can call them that) found at the sight were wood, stone, and rusted iron which consisted of a single poorly crafted club, two dull knives, a shiv, and few old shuriken. The camp sight was in a location that was in the bottom of a small valley, giving any who approached the camp sight the higher ground, several vantage points, fast avenues of approach, and great ambushing abilities. Either this army was not trained at all, or their abilities to bait their enemies are vastly superior to my own. There were several traps around in the location though I do believe they were aimed at targeting mid sized game rather than enemy personnel. It is as Zdura stated, it is either the best case scenario or the worst." LT resumed his stance and position of attention as his eyes were drawn to the shuffle of paperwork that was moved around on the Mizukage's desk and he couldn't help but noticed the ever growing stack awaiting LT's attention for when he got back to work.

Nodding after Zdura spoke and Tares following up, Luo tapped his fingers on the desk for a moment before speaking once more. "Well in that case I believe your job is done. I'll proceed accordingly based on the information you two have given me." For the time being, Luo was done with the matter. If the bandits were really small time, then he had relatively nothing to worry about. If they were more coordinated, he'd find out soon enough. It wouldn't be hard for Kiri shinobi to track them down if they were truly as sloppy as they sounded, however he wanted to make sure no one engaged the enemy until more than what was currently known was gathered. Still, if Zdura and Tares couldn't track them for a few days Luo wondered just how good at hiding they truly were. Or if it wasn't that, how long ago they had abandoned camp. Based on the description of the area, it didn't seem like it had really been that long.

He held back the urge to sigh, deciding the time was not right for such a gesture. He had a lot on his plate this particular day, however it wasn't anything Luo in the end was unable to handle. He just wished the day had gone as easily as he hoped for it to.

Zdura frowned invisibly behind his mask. This had not gone in the direction he had hoped for. It seemed Luo was going to take more time to determine a response, meaning he would certainly be overstepping his bounds by asking for a followup mission. A followup he needed. He currently held more chakra than average, but he would soon, most likely, be needing to spend that chakra on meaningless tasks that would not create more. But, he was patient. He would wait, and find a way. Luo, he had noticed, had also seemed to be trying to speed this meeting along. Perhaps part in due to the small crowd that had begun to grow in the lobby before he came up. A larger meeting perhaps. More important, for the moment, than theories of bandit armies.

"If that is all, then I will take my leave. Please contact me when you have another mission for me. I'm going to need to pay rent soon." His lips quirked in a joking smile at his last sentence, and then with a bow, he turned and made his way out the door. He would normally have waited until being directly dismissed, but there didn't seem much reason to. He had given all information on the matter, and Luo had made it clear nothing more was to come of his involvement. He wasn't sure how to feel about that really. In Otogakure, his word on the matter would have been enough to mobilize an attack squad and have patrols out in minutes. Here though, it would take time to build that confidence. He just hoped that in the meantime, he was either wrong about the bandits, or Luo had something in mind he was not sharing. After all, Zdura wasn't exactly in his trusted circle yet. He would need to remember that.

Passing through the lobby, the clone nodded amiably to Mrs Kanai, and passed on out the door, only briefly scanning the crowd of what looked to be civilians milling about. Quite a number of them. One had to wonder why the Mizukage was entertaining so many civilians at once. Out the door, he looked down the street in one direction, and then the other. He could go back to his apartment, but it seemed pointless. He had no equipment, and wasting chakra on seals was a terrible idea unless he did. But he had also not yet memorized the village layout, so, it was time to do some more exploring. They would find him when they needed him.

LT stood still as Zdura spoke and eventually left heading out through the front door of the office. It was a couple seconds before Tares relaxed his stance adjust to a more comfortable one with his arms crossed and he finaly spoke up breaking the silence between himself and his longest lasting friend. "I'll just grab my paper work and get out of your hair. You seem like you're pretty swamped with your next appointment so I'll let you be if you have no further use of me, Luo." LT sighed as he broke his stance and headed over to his stack of paper that was neatly placed right next to the coffee maker that seemed to become coated in a very fine layer of dust since he's been gone. -It would seem no one has used this maker to brew since Tares had left for his mission, so out of the nuance of it, LT cleaned the brewing machine and he began a new fresh brew in the pot. Ever since Luo had become the Mizukage, LT was always permitted by his friend a little counter space on the wall of the office with his own wooden chair to sit on, the small counter space was more than enough for Tares allowing him to have his personal coffee maker installed and allowing enough room for him to scratch out his paper work in the office. He was also given a cuppoard to store his coffee supplies in such as the various grains and coffee beans and a numerous supply of various tea leaves.

LT finished brewing and poured the coffee into a cup for the Mizukage. He placed the cup on a tray along with a some cup of cremer imported from the rain country and a small dish of sugar imported from the grass lands, all of which LT gathered bought back to Kiri himself. He placed the tray on the Mizukages desk and then proceeded to gather his own stack of paper work to take home. "Ill have the full report completed and turned in tomorrow first thing."

As Zdura left the office after Luo nodded and asked him to close the door behind him, his his head instantly hit the bamboo desk, the noise echoing in the room. The strike was hard as if he'd practically thrown his head into the table for no reason that was apparent. He laid there face down as Tares brewed the coffee, allowing the sweet aroma to fill his nostrils. This was the man's one moment of reprieve that day, and he needed it plenty it seemed. As Tares placed the mug on his desk he muttered through the bamboo which muffled his voice slightly, "I need a vacation Tares." When most people said they needed a vacation, it usually entailed the thought of relaxing on some beach in water country with the family. For Luo however, a vacation was anywhere that wasn't his desk, that office, that building.

The man had never loathed the position as he did at that very moment, glorifying the days of work in the field. He felt his talents were going to waste, and his idle hands were rotting away every moment he sat at that desk. The job was stressful enough as it were, and Luo's compulsive need to train or even practice his craft stressed him even further. Lifting his head from the desk slowly, he took a long sip of coffee admiring the taste as usual. As he set the mug down he muttered, "Tares this office will be the death of me. Going to Shimogakure is the only thing keeping me from leaving this place again for the rainforests of water country." It was a well known fact that Luo had disappeared into the rainforests of water country for two years, eluding hunter-nin sent to find him for the entirety of his stay. No one quite knows what the man did out there or how he was able to stay hidden, however Luo often reminisced about those days. In that time of training he'd ran into nine rouge factions hiding in the rainforest, and of those nine none were left standing by the time he'd left. His execution of the self imposed missions was flawless and something he enjoyed thoroughly. To put his skills to the test again, that was the only thing on his mind as he gave himself some time before his next meeting.
