Cobra_X iBakuhatsu_Kay-kun The Criticizer That's what I thought at first, but considering his large weaknesses [Canceled out with ANY ranked jutsu of the opposing element, only D-Rank damage] I thought it would not matter that much. But I do agree, that I am slowly starting to dislike the few who are trying to get Attributes or Specialties for free. It's all up to you to approve it. It's weak compared to the Energy Slice, he gets -15 Chakra Points for using and then has to wait for Five more posts. At the other side, it's very similar to the Attribute Ability. Thinking about it from that position, I think the cost is a little too high for such a low level of power... could I up the damage? If not how about i lower the cost? Lower which cost?... give me specific changes to work with. Lowering the cost of using the slash to around 3 chakra points. This weapon sounded good in my head... but it seems to be a little too... cumbersome.

-o-Havik-o- I can except the +2 term, fits Havik perfectly, and will make it hard for most people to use it themselves.
I don't really know if it would increase it exactly... but it wont be the same as getting hit with a normal sword, it will be like getting hit by the arm of a crane lift. I am not sure how to rank that. Well, I would say that ranking up Kenjutsu would be OP, but swinging that sword around is gonna cause major problems for anyone hit by it. So we'll say that the ability ot even perform Kenjutsu with this weapon is a bonus enough. In terms of being hit, I would say that no one without the Strength attribute could stop an attack from such a weapon... and it should be understood by everyone that getting hit with it is like being hit by a tree trunk. For instance if Sai were to attempt to block the attack, perhaps he could keep the blade from hitting his body, but we would be pushed around by the blade's arc or even thrown back. There would be no resisting it and clearly it would cause massive harm. That's just common sense and it doesn't need a status rating. 5 tons however is a bit much... that's 10,000 pounds. That's a bit much to be swinging around realistically... even for a super strong ninja. The max weight lifted by a human is like 600 lbs. If you want to say Havik could lift a ton, that would be more ninja-ishly realistic imo.

Anyway, I am fine with no type of attack increase, I will just make sure to be descriptive enough in my posts for people to under stand.
I am also fine with the weight change, like I said I wasn't sure what a good number would be so I went with the number I saw in one piece were the idea came from.
With that settled shall we move on to the after effect?

With that settled shall we move on to the after effect? We shall! ...now then, I would say that in general, I like the idea, but with the A and S rank attacks, I feel the effect is too strong. Im okay with the range, but the damage inflicted I think is too severe, especially since its a free effect which only requires you to swing your weapon. Also, to negate the drop in speed, I think it should cost 5 stamina. C rank is fine... and I actually think B rank should deflect windmill shuriken easy. Im not sure I like the concept of it cancelling out projectile ninjutsu though. Seems like that makes the after effects too powerful for my taste, especially since its just a passive effect of swinging your sword around.

Well the after effect only happens when I use a kenjutsu technique, or maneuver. So it wont ever happen by a normal swing.
I am okay with the 5 for negating the speed difference.
About the ninjutsu, what if it only cancels certain types? Pretty much things what wind jutsu would cancel. I understand that my after effect isn't essentially a wind jutsu, so I understand why it wont work since there is no chara powering it up, but to some degree I think it would make sense. Maybe only fire, and water ninjutsu that are-1 or -2 ranks below the rank of my after effect? The reason I say fire and water is because they are the two elements which are easily manipulated by wind, fire more so than water.
How about this for A and S ranks...
A ranked after effect: At this rank smaller Shinobi (Any one at 180 or less) can be lifted off the ground by the gale and thrown for several meter. It will also feel as though the nin were struck by a dull blade which mimics the power of the Kenjutsu strike used.
S ranked: This level any one can be thrown by the gale, they will be thrown hard, almost enough to go through a tree. The gale will also carry 2/3 the force Havik sword normally would, and it will mimic the kenjutsu strike used.

Name of Weapon: Cory's Kiseru
Who Owns the Weapon: Cory Kiseru
Who made it? Cory himself made it after realizing a normal kiseru was dead weight in combat.
Range: 30cm (1ft)
Weakness: Short Range
Weapon Description: A modified, metal japanese smoking pipe coated in black, Cory's kiseru is 36 centimeters long. 30 inches of the the kiseru is modified into a single edged blade and slightly curved to give it the likeness of a short katana. At the end of the bladed end is a small hole where the user will put their mouth to actually smoke. The next 5 centimeters is wrapped in black leather to create a makeshift handle, and the last centimeter farthest away from the face is a circlular opening in where the smoke will escape the pipe when it is lighted.
Special Properties/Abilites: The kiseru has no special abilities, and is only considered special because of the slight modifications allowing it to be used in combat.
Rp Sample:
Looking among the trees, Cory put his kiseru up to his mouth, and inhaled, letting out a small puff of
smoke after moving it away from his face. He had not had a chance to take a break to have a smoke, and decided to locate himself in the forests just outside his village. He had heard that assassins roamed the woods, but Cory knew that he could handle himself. He heard a rustle in the bushes, and an enemy ninja named Kevin emerged from the foliage. Kevin rushed Cory outright, attempting to punch Cory in the mouth. Cory spun his kiseru around, holding it so the bladed end was pointing away from his thumb. As he prepared his kiseru, Cory swatted Kevin's hand away, following the motion and spinning 360 degrees and slashing Kevin scross the cheek, gushing red blood onto Cory's right arm.
Kevin staggered, holding his face as he started to loose blood, realizing Cory's Kiseru had made a deep cut across his face.
"It's not every day that a tool used for recreational purposes could harm an assassin." Cory taunted, trying to make Kevin angry. "How much you want to bet I can use this kiseru alone to take you on?"
Kevin took out a kunai, holding it so the blade was on the same side of his thumb. Cory's kiseru mimicked Kevin's kunai's position.
Kevin took a small step forward, slashing at Cory with a swift downward strike. Cory raised his kiseru, blocking the Kevin's kunai at an angle, the kunai traveling down the blade of the kiseru and cutting Cory's hand. Cory released the kiseru from the pain, the smoking instrument falling to earth as it's black finish looked a deep red. With his uninjured hand, Cory pushed Kevin away, and then promptly jumped backwards, holding his bloody digits. As Kevin came in for another attack, Cory sidestepped and hopped past him, then doing a somersault to pick up his kiseru. Holding the kiseru in his uninjured hand, Cory waited for Kevin to attack again. Kevin threw the kunai, and caught Cory by suprise. Despite Cory's calm demeanor, he panicked, and threw the kiseru at Kevin while putting up his hands to shield himself. The kunai pierced his hands, crippling both of them to the point he would have to get back to the village in a few minutes. He fell to his knees from the pain as Kevin fell backwards, killed by a kiseru to the chest.

I think you edited it to be too weak now.Fulgur Secondus should work like this imo:
1 strike : E-rank damage delivered
2 strikes : D-rank damage delivered
3 strikes : C-rank damage delivered
...a strike always costs 2 chakra.
Fulgur Tertius :
If used after 1 strike --> Concentrated blast does D-rank damage
If used after 2 strike --> Concentrated blast does C-rank damage
If used after 3 strike --> Concentrated blast does B-rank damage
...use of this technique always costs 5 chakra and 3 stamina.

- Explain how and/or if it effects Cory's JUTSU and in what manner.

An interesting idea, but a few things needed:
- Can we get a non-microscopic picture of this Kiseru?
- I agree with Gohan, your weapon description needs to be better. Length of the Kiseru, if the sharp end is covered in something normally, how long the actual blade is, how deep the Kiseru can pierce. Weight, exact size, etc.. please.
