There's many lovely girls in Code Geass...but I think the most beautiful one, to me, is Cornelia. Not just for her looks, though I love her hair to death and the purple lipstick. xd But also her attitude. She's very confident in herself, is not afraid to act outside of her role as a woman, but yet she's very appealing as a female! ^^ She's just...well, she knows what she thinks, what she wants to do, and what it will take to do it. I like that about her, no tricks or games or wishy-washy tendencies. Kallen, CC and Shirley are all very lovely, but I grew to like Cornelia the most. 3nodding CC would probably be second place...though she was enigmatic as all get out, she was a pretty strong female character, without lapsing into bouts of lack of self-confidence or having bipolar syndrome. =p But then, I generally go for the female characters that aren't the damsel in distress or the ones that can't make up their mind in what they want. =p Cornelia is just that perfect character...too bad that you don't see her more in the second season. XD

Honestly, I think Cornelia's pretty darn hot. She was an actual woman...a bit domineering, but still an honest to true woman. I didn't care for her choice of wardrobe in the first season, but by the time the second season rolled around...OMG!!! eek

I'd have to be honest and say Kallen because... well... she is beautiful... has blue eyes (Don't remember the colour atm so sorry sweatdrop ) and also the most loyal follower of Lelouch. Tbh if I were Lelouch and Kallen was my loyal follower and I didn't use Geass on her yet... well you get the gist of it xd
