In general, I don't mind systems. I use and have used D&D 3, 3.5, 5, and Pathfinder systems on many occasions. It is familiar and it has its perks.
That being said... it is also incredibly time consuming and very few people really have time for it- learning it, dealing with it, it's battles, and training, and time skips... I admit I used to love working with a system, but now find its time consumption to be daunting and with very few payouts.
If there was to be a restart, I would suggest a completely clean break. New guild and new story. System is optional. If you want to attract the older, but generally busier crowds of role players I would suggest skipping the system or keeping it very light.
If you skip the system then all that needs to be done is format the guidelines for what each level of shinobi should know. Then, if they wantt to move up in rank they can put their character up for review by the crew (or participate in a role play exam) and if granted the new level will have more jutsu at hand, or something. Jutsu and named rank being the only real markers of which characters are higher up compared to others.
If you go for a system, you can try out D&D 5's advantage/disadvantage system, instead of numbers and modifiers you simply roll a die. If you have advantage you roll two and take the higher, and disadvantage roll two and take the lower. If there is deems to be a problem with the ranks using the same die then we can alter that... academy using d4, genin d6, chunin d8, jounin d10, and ANBU/Hunters use d12, and Kage use d20.

That sounds better, something far more simplistic, but still something to take control of the roleplay so that it does not go all god tier and people are like "I am a genin that is as strong as a Kage!" or something...

I have a few ideas... do a timeskip of a good few hundred years, Uchiha has flourished, Uzumaki clan exists also... etc... I would not mind people being allowed to be Uzumaki, they will have the signature trait of whiskers, and their clan jutsu will be like, Naruto's original signature moves... Kage Bunshin could be learned at Genin, or something... s**t like that.
I would like to keep it all fair obviously, but yeah, I feel like we should match canon in regards to how people learn stuff...

Is the plan to limit to just Konoha, or continue with all villages? If you want all, I suggest you limit each village to three clans and two kekkei genkai. Furthermore, have a limitation on who gets in. Say one person per kekkei genkai, and maybe two or three for the clans. Each player can only be in one clan or bloodline, out of all the villages. Give others a chance. So all are only allowed to have one "special" character. I think it would be better to emphasize how good "normal" shinobi can be and those that have normal shinobi should benefit from that in some manner. Perhaps they get an extra jutsu at certain ranks or something, while clan and bloodline is focuses on specific jutsu.
I also think choice for who gets into the clans should be left up to contest, rather than first come first serve. Or perhaps, as no one should start right off the bat with a clan or bloodline character, those spots can be rewards for particularly good behavior in the guild?
I also think crew should avoid playing any clan and bloodline characters, unless they are NPCs and unless they were a member that won such a character slot before becoming crew. Crew are supposed to be well behaved, and we wouldn't want to give the wrong impression, like favoritism or something.

That aside, a new guild would be nice since Ken is ... and for the most part always has been M.I.A. I think that if we did anything involving a system, we would need to do a direct parallel to the system and just rename things rather than try to create things from scratch. I.e. Shuriken spray is just magic missile re-titled. A higher leveled version might be the one with chakra strings controlling the weapons. Sorceror becomes a Ninjutsu specialist. Monks are taijutsu specialist. Fighters are weapon specialist, and when they hit level 3 and pick up eldritch knight they learned some ninjutsu. New guild for sure. New system maybe. New storyline DEFINITELY. Btw, this is Sage. Naomi Tenkou took it upon herself to ban me last week and hasn't done the kindness of explaining why. Especially since the last activity around here was ghost inviting people to a D&D guild that I was already in. Evidence attached.

I..... have heard nothing of bannings or anything. I'm only here because I was originally quoted ^_^;

I agree we should limit to one special character at a time. Maybe one character at a time in general. So we could broaden the clans a bit, and Kekkei Genkai only, no Kenkai Tota. Though if Lava Release is in Earth, then it can't be at Water also... or what ever. Magnet is in Lightning, and not in Wind... etc. Anyways, because they can only have ONE CHARACTER, they have to choose wisely. They cannot give up on a character once they start to develop it either, or the crew will come up with a story to kill it off I suppose... or maybe not, maybe come up with a way to seal it... technically still exists and the one character rule still applies... if they want to carry on RPing, petition for a plot to get their character unsealed... XD Yeah we need some kind of petition or voting system for people to put forward their character for approval, before they can use it, yeah. That would be good. But definitely some good ideas, that we can work on.

A larping Organization that I am in has an interesting system for character death in which half of your earned exp is rolled into your next character. Limiting people to one character with something like that would probably work out well.
Also, a system of parallels would be a lot easier to "make" than doing things from scratch. Using races as a guide for bloodlines would be good and would even let custom bloodline creation be easier down the line.
furthermore, no more worrying about Chakra pools when you have a juts per day pool.
Cantrips become E ranked. 1st and 2nd are D rank 3rd and 4th are C rank 5th and 6th are B rank 7th and 8th are A rank 9th level are S rank
I would be willing to do a lot of the heavy lifting on that front.
And yes ... they are totally aliens. Horned people from space that go live on the moon to be with their mom and create human and alien hybrid babies. That is the legacy of Naruto and it is stupid.
Should have quit when they killed Tobi.

Then that's all we have and frankly it's really boring. No one has to have a clan or bloodline to be a good or creative character, in fact having those limits what you can actually do with said character, that's why I suggested having slots in each village to give many people a chance, limiting them to only one clan or bloodline character to not have just a couple people monopolizing it. If we, say, get a lot of people and all slots for clan and bloodlines are taken, then we can consider expanding the number of those slots. At the starts of the guild, we can mark it as a possibility when enough people join, that way it gives older members the option to save their potential clan or bloodline character for when they reopen rather than picking something else and then whining when they do reopen. If we limit to one character, then few are going to want to put in the time, effort, and creativity to make a normal shinobi, so I suggest a limit of three characters.
