For the collar I'm thinking the same dark blue as his wing membrane. Beads and chopsticks should be silvery-white, like if you start with pure white take it five to ten clicks towards black. I'd like the chopstick to glow, and I'll let you decide whether or not the beads should glow as well. If they do though I'd like it to be a slightly more subtle glow than the chopstick. Like I like how they're small and there are a lot of clusters, but they don't really vary in size and it almost has a more speckled effect than starry.
