Flickering shadows of flame painted sidewalks, buildings, faces as the department store burned to the ground, ostensibly marking the end of the franchise. Few knew what truly transpired atop the roof, though many watched in horror as strangely clothed figures darted to and fro at inhuman speeds. Many recoiled and withdrew once the flames started. Without power, few had any means to contact the fire department; by the time they arrived, the roof caved into the building itself with a deafening crack followed by a booming roar. Now naught but steam rose into the skyline as the shell of a building stood cooling.
However, the electricity hadn't returned.

The power plant looms in the distance, silent and wholly dark. A sweeping, open plaza wraps around a great fountain, just beyond the power plant, and a series of power lines trace its giant circular limits. Various shops peek inward toward the fountain, ranging from small boutiques to coffee shops to trinket resellers, though all stand empty and dark in the dead of night. Even the fountain no longer pumps water atop its tiered, scalloped levels. Strangely the great fountain looks minuscule compared to the vast expanse of the plaza, likely intended for bustling activity comparable to a faire.
A cluster of Negaverse energies flanked both sides of the fountain, with the power plant to their backs. Two ominous crystals were thrust into the transformers near both groups, seemingly the cause of the massive blackout. They glowed slightly in an oily purple hue.
A third group headed by a woman wielding a trident stood closest to the power plant, lingering at the exit from the great plaza.
Auric energies radiated outward from the three groups, tainting the air with their heaviness. Their urgency present in their movements felt palpable. For those who glimpsed the crystals, the source of the blackout rendered itself readily apparent - the Negaverse was up to no good again.

This phase of the mission is every bit as important as the last: while Buddingtonite and his group stalls the senshi, you must drain the city of its energy. I needn't remind you that without a great portion of energy, we have no means of constructing the portal. Benitoite will head this operation, organizing you thusly and meting out orders to those in charge.
Squad leaders are to handle the Rift crystals given to Benitoite at the beginning of the operation. These leaders are charged with finding a place near Destiny City's power plant to stake these crystals, likely directly within a power transformer. Caution is urged while doing so. Afterward, squad leaders are encouraged to monitor the intake of the crystals while issuing orders to subordinates. Personnel management is key here - we do not have much time to complete the draining process, and Buddingtonite's stand will only draw so many wayward senshi from you. If the worst case scenario strikes and you are overwhelmed, radio Benitoite for assistance.
Each squad will have at least one officer of the Protector role, which is fairly self explanatory. Unless ordered otherwise, the protectors will keep a close eye on those draining for the crystals, as well as watch for incoming threats. I know that having so few protectors runs a great risk, but if Buddingtonite's standoff runs its course, reinforcements will arrive soon afterward - you will not be alone for long. If overwhelmed, protectors are to radio their squad leader for further direction and assistance.
The majority of a squad consists of Drainers, typically lieutenant-rank officers that will be sent out with urgent orders to drain any residents within the city. Due to the power outage, likely several civilians will leave the safety of their homes to flock together - take advantage of this. Drainers will answer to both protectors and squad leaders, and must turn in any energy acquired to the crystals crowning the power transformers. However, it would be wise to keep a small amount of energy on one's person in case of emergencies - but bear in mind how this impacts the duration of the operation.
While your squads gather energy, Buddingtonite and his officers are out there risking their lives for your protection. Don't dally, don't allow any troublesome lieutenants to slack off, and don't balk at the chance to set them in line. We need this portion of the mission to run as quickly and smoothly as possible.
I cannot stress the urgency enough.
Once your crystals are loaded with energy, squad leaders will remove the crystal from the power transformer and teleport to the disclosed location. The protectors and drainers interested in following this mission to its conclusion should seek a ride from their squad leader or a protector; otherwise, all other officers should disperse and power down in discrete locations. You've served your duty well tonight.
Draining may be our priority, but if opposition arrives, kill them. Spare no mercy.

General _______1. Every officer attending this event that was not part of Tier I is already present as ordered by Benitoite, so there's no need to have your character filter in on their first post. _______2. List of Positions _______Squad Leader: The squad leader is in charge of a group's crystal, and issues orders to others within the group. Their top priorities are ensuring the survival of their officers and the safety of the crystals. _______Protector: If not issued different orders, protectors should defend or provide direction for lieutenants and head off any impending Order attacks. While the squad leader guards the crystal itself, protectors have the freedom to move about and check on lieutenants or order around lowly youma, or seek out potential threats to the operation. _______Drainer: If not issued different orders, drainers should disperse from their crystal's location and seek out targets to drain. The goal is to not actively seek out confrontation, but it's encouraged to defend oneself if necessary. However, draining energy and distributing said energy to crystals is top priority. Please drain our character civilians, Cerise and Fiona!
_______Draining rolls apply to any officer who chooses to drain energy in this tier. _______In order to drain a target, roll a 10-sided die. A higher number determines greater yield. _______For example, Lieutenant Ovaltine rolls an 8. That's a sizable orb! _______Energy orbs are supposed to be given to the crystals, but sneaky officers can use them for recovering energy (this is not a rolled outcome) _______All crystals start with a count of 0/100, and can either be kept track of by the squad leaders or by me. _______For example, Lieutenant Ovaltine gives her energy orb to her leader's crystal. A big thank you goes out to everyone who signed up for this event, and a special thanks to Bluefire Dragonz for assisting me in the plotting process and double checking my work, and to ChibiGingi for leading so well in the first tier!
Tier II marks some interesting mechanics that I can't wait to see in play! Like last time, it's up to everyone to make use of your predetermined roles and bring the setting to life! This event will culminate in a chaos win, in that the crystals successfully make it out of there without falling into enemy hands!

Have fun, and don't forget - this tier will possibly close on May 16, based on the last tier's run time! If it ends up needing an extension, I have no problems pushing the end date out.

The officer that stood closest to the plant was none other than General Mica, her weapon primed and her senses on high alert. It may not have shown on the outside, but Mica was a little worried, but it was a rational kind of worry. The moment she received her orders, she had a sensation in her gut that told her that this would be no ordinary operation, and it brought forth a slew of emotions within her, through few of them would manage to creep into the open for others to see. No, as far as they were concerned, she might as well have been a stone gargoyle, her turquoise eyes cold and strong and reflecting nothing of what was going on within.
As a squad leader, there was no time for her to let her doubts get the better of her, though. The unit she was assigned would be dependent on her for guidance and the medkit that hung from her waist meant that the officers here would be reliant on what medical expertise she may have possessed. Personally, she opened they wouldn't be needing it...
But it wasn't her unit she was worried about. She had worked alongside Vespa before, and she had heard of Carnelian from one of the few senshi she dared called her friend. The rest, the assigned drainers, were all new to her, but they all appeared promising. Titanlavenite was undoubtedly strong and appeared to take his duty seriously. The other two, Galena and Lellouch, had yet to arrive, but she was certain that they'd do well, though admittedly she was worried they might be too winded from the first stage. That's where most of her concern came from...
'Serpentine should keep things under control, but leaving Buddingtonite in charge?' The thought to herself, gripping her trident all the tighter in perhaps the only clear sign of her anxiousness. 'He's gotten better, but what of his injuries... here's hoping your mouth doesn't land you in trouble. I'm getting tired of patching you up.'
But she couldn't worry about that now. There was energy to take, and she looked to the Eternal at her side, speaking up for the first time since she had arrived.
"Vespa, remember... their lives and the crystals are in your hands," Mica said to the Wasp senshi at her side, her smile cold and rather enjoying the smallest of shivers she invoked from the Corrupted eternal. "Let a single one fall, be it officer or crystal, and your family will not like the consequences."
Whereas Mica kept her emotions locked away and worked hard to let no one see the inner workings of her mind, Eternal Sailor Vespa was an absolutely wreck and basically transparent. From the moment he arrived with the general, like the tethered dog that he was, he was consumed with uncontrollable anxieties and a sense of dread that he could not hide. One could see it in the way he held himself, ringing his gloved hands so much that he threatened to tear the fabric before the operations even began. His visor may have shielded his eyes, but they did nothing to hide how he glanced around, looking at the officers gathered and dreading every second that transpired.
The lights went out and thus far everything seemed to be going to plan, but Vespa knew better. He had absolutely no idea what they were collecting energy for, but he knew it couldn't be good. And if that wasn't enough to make the Wasp senshi a nervous wreck, then the position he was given DEFINITELY did the trick. Protector? He was a protector! That meant that the lives of his fellow officers and state of the crystals were in his hands, and that... that was the worst possible position he could have been given, because that meant that if he failed, then others would suffer, others who were no better or worse than him and didn't deserve it.
There was just so much pressure in his head and chest that he almost wanted to dig into the blackened cavity left there by the Negaverse and rip the damn starseed clean out. He didn't, of course, because he remembered Carnelian's warning, but that just meant that he would have to simply stand there and writhe in agony. And Mica wasn't helping.
"Yes, General..." Vespa said, hoping that the waver she heard would be mistaken for anxiety and not the deep-rooted fear that it was. His promise to Kallichore would have to be put on hold... he could not hold back here, not when other officer's lives were at stake. "Neither will fall so long as I live."
It was the gathering of chaos energies that had drawn two figures to the power plant tonight.
Ida had been out and about long before her phone chimed with a text from Athene, a slender hand pulling the phone out to glance at the message before it was banished to subspace again. Whatever was going on across town, there was something going on here too and being the only one of them here, it was her duty to check it out before she went to join her team.
The checking things out was problematic though... Even if her white fuku didn't all but glow in the darkness, her eternal aura was like a beacon to the people she was trying to hide from as the senshi of Orchids dropped down over the tall fence surrounding the plant. For a moment, as Ida snuck around the side of a building, she debated powering down to hide her energy signature, but she discarded that idea immediately. If she were found out, she looked nothing like a plant worker and then would have no way to defend herself... and after all the times she had seen the negaverse treat civilians, she did not want to be at their mercy.
Peeking around the edge of the building she was using for cover, Ida got a glimpse of a group of the negaverse around one of the transformers before she ducked back again, her fingers flying across her phone when it reappeared in her hand.

The senshi sent to her team, a frown pulling her brows together. She didn't like being forced to wait for them, but she wasn't stupid... it would be like asking for death to attack the guarded position all by her lonesome.

Far less obvious in both signature and form was the guardian cat who sat in the corner of one of the display windows on the front of a shop that faced the power plant. Across the fountain, she could see all the officers gathering and it perked her curiosity. Without any senshi around to worry about, the silver cat was more wary of rushing into things, but she couldn't resist the allure of the unknown... What were they doing? Why were they pulling energy in such an obvious way, blacking out the city? Thus far, the negaverse had been more subtle about its activities, so whatever the end goal was tonight... it had to be something big.
Flicking her tail, Ash jumped down from her perch and slipped into the shadows, padding her silent way closer to the action. She had to find out what was going on... had to know. There might be nothing she could do about it, but there was always the chance she could call someone, alert the order side senshi to what was going on if they didn't already know.
Persephone found herself tapping her foot, teeth sinking into her lip. She glanced at her assembled squad - one Captain, one Corrupt, and a promise of more when Buddingtonite's little distraction was finished. She didn't envy the red-haired General his position - diverting attention from their operation, and thereby grabbing the attention of as many Order people as he could, was a terrifying and daunting task.
She just had to make sure this crystal got as full as was possible, and also that none of her charges died while on her watch.
The second part, she surmised, might be harder - at least once Order arrived.
Penthesilea glanced back at the burning department store, pausing briefly and shaking her head. This was what their war brought to the city - and she hoped that no other buildings got caught in the blaze.
At the edge of her senses, she felt Chaos - Negaverse chaos. "Well, that's probably the rest of 'em," she said, and then she took off, only briefly checking to see if her erstwhile Dark Mirror ally was close by. If the blonde stood by her the entire time, excellent. If not, well, it wasn't as if she couldn't handle her now.
There were too many for a head-on assault, she knew that, so as she jogged, she planned. Waiting at a distance for other Senshi might be best, at least until it wasn't totally suicidal to attack.

Running away from a fight wasn't and would never be Kerberos's style, but he had his orders. He was to join the group at the power plant, and it seemed a wise idea to bring some energy - so he pushed his way through the crowd aorund the store, draining as he went until he got a reasonably-sized orb.
It also, he hoped, would serve to shake any specific pursuit.
Once he was satisfied with what he'd be bringing as an initial offering, he continued onto the power plant, rather wishing he could just teleport - but alas, not yet. Once he arrived there, he approached General Avalon and her crystal, holding out the energy orb.
"Good news and bad news, General," he said, his expression slightly sardonic. "The good news is that Chaos reinforcements should be coming. The, uh, bad news is that Order probably will be too."
Not gonna lie, Avalon was looking forward to this. She hadn't gotten involved in the last few Negaverse operations, mostly due to being an amnesiac who occasionally ran into a hard wall of s**t she just didn't remember about being a civilian--like, uh, forgetting how to drive--and having to deal with stuff like that. But now! Now she got to play with a giant, energy-draining crystal! And that would just be EVER so much fun, wouldn't it?
"I sense senshiiii," she caroled, from where she had settled herself in front of her crystal. Hers was, obviously, the most beautiful; and for that reason, she was going to protect the s**t out of it. Also, well, she wanted her lieutenants and captains and suchlike to like her, so, success was important to that too. But she didn't think she'd have such a hard time with her group--some of them were still with whatever came before this, some kind of faked-up hostage situation. Frankly brilliant, if she said so herself. It gave them a chance to thin out the number of Order signatures they had to be concerned with, after all. Maybe more of them would be stuck dealing with the disguised officers (haha!) than would be able to give pursuit?
It'd be folly to expect that the single Eternal signature she sensed would be the Alpha and Omega of their opposition, though… "Astrophyllite, Aurostibite," she said, addressing the two members of her team present--they'd soon be joined by Jarosite, Kaydrelite, and Kerberos. She was excited about getting to see Kerberos--he was something of a friendly acquaintance in her civilian life, and she'd never met him as Kerberos before. Given that corrupted senshi tended to look massively ridiculous, she was so excited.
Her fellow squad leaders--Mica and Persephone, and of course Benitoite--were strangers to her, though Persephone was of interest to Avalon because they shared similar background stories. Mica's Protector--Vespa--was a corrupted senshi, and a figure of interest. He looked so nervous. Like Spinel, before Spinel had disappeared. Maybe some other General had killed him. Avalon sort of hoped so.
She realized she'd stopped giving directions in the middle of a sentence. "You two know what you're supposed to do--" And then there was a--ohh, goodness, a corrupted senshi. "Kerberos," she said, brightly, accepting the energy orb. It truly was of a decent size. "You win the prize for most useful! But I sense some senshi auras… why don't you join Aurostibite and Astrophyllite in flushing them out?"

Well, no sign of Babylon and Gunn was not going to get out of the game just because she lacked sympathetic backup. She'd been tailing an Order signature, hoping to join forces and maybe talk a little about how aggressive they should be right off the bat--she didn't think that she'd have many problems with another ******** fire vortex, but it wasn't an ideal situation. Plus her ribs hurt. That was not fun if you were running.
At the last moment, she diverted towards an Eternal signature, hoping this one might be someone she recognized. It wasn't. The purple-clad Eternal was… utterly unrecognizable, but she had her phone out and was probably calling reinforcements. Babylon, thought Gunn with irritation, where the hell are you? Probably lost. Maybe he sucked at signature reading as much as Gunn did? Well, she could feel this conflagration from miles away, so, like…
She said, "How long have they been there," as she approached Ida. "Any chance of getting around them to flank them? Or are they too entrenched?"
Even Astrophyllite was aware enough to know she'd ******** up by getting involved in the White Phoenix fiasco, however tangentially she'd been mixed up in it. She wanted to prove that she could be a good officer, like she'd promised Zinkenite she would be - and this mission seemed like the perfect opportunity! Despite her scant training, the lieutenant could at least handle her energy crystal.
And she'd better do a good job of it, because she'd been assigned to Avalon. She'd found she had a natural knack for sensing auras, and when Astrophyllite reached out for the general, she'd felt cold rolling off the woman in waves, darkness like the longest, most moonless night of winter, the tang of rotten fruit long-fallen from the tree. And power, great and incredible - but all generals felt like that, and that power made the lieutenant long to do well and prove herself.
So Kerberos had won the prize for most useful - so what? Maybe that prize could be reassigned. Energy crystal in hand, Astrophyllite lead the charge, looking for senshi signatures. She could feel them, dimly - overly sweet, like bad buttercream icing, the kind that made your teeth hurt just from biting into it. Her immediate path was blocked by civilians, and the lieutenant pause to fill her crystal and then shouted for the general's attention. "Avalon!" she hollered. "Catch!"
All of her softball skills paid off, as she sent the energy ball soaring through the air in a perfect arc. Hands now free, Astrophyllite called her ouija board to her.
As the senshi came into view, Astrophyllite realized they were far too strong for just her and the other lieutenant and Kerberos to take on - the sweetness was overwhelming, one tasting burnt and the other vaguely floral. She resisted the urge to gag. "We should see if we can split them up," she called to Aurostbite and Kerberos.

The feel of an order signature was so diffierent from what Ida was focused on that she didn't at first realize she was being approached until her physical ears caught the scuff of shoes nearby. Suppressing her startled reaction, the eternal turned to see another of her kind all in orange and brown.
"I... I don't know." She said as she studied the girl who had joined her, her back braced against the wall. "I only got here a bit ago, but it looks like this could very well be the source of the black out... which means they've probably been here at least that long."
The dark haired girl shrugged as she sighed softly, turning her head to the side to glance past the building. They were starting to move... and if her memory was correct, they had gained some people as well...
"Do you know how power plants are set up? I... assume we are at one end of it. To get behind them, we'd have to go through the plant and there is no telling who they've got inside there. I can't... feel much past this big gathering." Turning back, the eternal offered a small smile, more a greeting than any expression of happiness. There was too much going on for any sort of light hearted sentiment. "My name's Ida. Yours...?"
Many filtered out before her, with Leda struggling to catch up. Only several white fuku shone in the distance to signify her path, each issuing the constant, reassuring sense of allied nature in their wake. She followed who she could, as each possessed some unnamed sense of direction that finally led her to the cluster of Negaverse signatures brewing off to her left. As she hadn't yet approached the edge of the buildings, Leda knew not why a large force of their enemy lingered in the vicinity. Was it another standoff? Another hostage situation?
Only as she crested the final building before the plaza, an old antique shop with windows spraypainted for a rustic feel, did she finally gather the reason behind their power outage.
Ominous crystals jutted out of the power transformers, while a group of Negaverse agents lingered around their vicinities in three distinct groups. None of them appeared interested in engaging her upon her immediate arrival, and Leda found little reason to test that theory. Instead, she looked about the rooftops to spot the Wildfire Senshi from before and Ida whom she met on previous occasions. Without hesitation, Leda bounded toward the two as quickly as her bustle would allow.
"Ida!" She called urgently upon reaching her building. Already she was out of breath, partially from using her attack earlier. "Wh... What do you think they're doing out there? I mean, they haven't come to get us yet, but..." But what's the plan? She wanted to ask. "What should we do?"
