Name: Mental Recovery Technique
Description: Using small electric pulses, one can stimulate a person's mental health by simulating normal brain activity.

Cp Cost: 12
Attack Turns: 2
Reflex DC: N/A
Heals: (1-10 + chakra control/2) Mhp
Requirements: Lightning affinity, Medical Ninjutsu 20, Ninjutsu 15, Chakra Control 20
Training: 3 stages.
Stage I: Medical Ninjutsu DC 30, Learn more about the central nervous system and the effects that it has throughout the human body.
Stage II: Ninjutsu DC: 25, Fine-tune your lightning chakra to form electric pulses that are large enough to stimulate the brain but are small enough to not effect the entire body.
Stage III: Chakra Control DC 32: Try the jutsu out on the mind of a human or primate.
Special:: Mhp recovery stays in effect for (user's chakra control/5) turns then dissipates. Any normal Mhp recovered during the those turns are unaffected. Technique can be used multiple times on a target and effects are stackable.

A MHp recovery technique sounds great!
After wiki-ing ECT I think I could get behind it if the effect is temporary (say it only lasts the current encounter or something) and if there's 1 turn of confusion/stun following the pulses. The Cp cost doesn't need to be so high, I think the same as Minor Chakra Heal (12) would make sense. Seems weird not to have a Medical Ninjutsu requirement...

If it were to do that then every single lightning jutsu should be able to do so. This jutsu requires less of a shock and focuses on only the brain. Other techniques zap the entire body INCLUDING the brain and with more force. All hell would break loose doing your suggestion.

I based that off the aftereffects of ECT which include memory loss and confusion, but since the system ignores the much more obvious and severe stuns etc following electric shocks I guess that's fair xd As for the recovery being temporary, this is based on assertions that you need constant ECT to not relapse into depression (etc). It's mostly me being hung up on details so if everybody isn't into that that's fine as well. But I note that MHp loss isn't as bad (on the RPC) as Hp loss is in the system.

It's been stated that medical ninjutsu relies much more on chakra control than raw power, so I'd change the amount healed from [(1 - 10) + chk mod] to [(1 - 10) + (Chakra Control / 2)].
Rest seems okay to me, although Kouri's suggestions about applying real life secondary effects could be interesting.
