Set apart from the rest of the village buildings, the council building is the center of government for the village, housing the offices of the council and their meeting room. The building itself is quite large. Built in a circle shape it has a fifty foot perimeter, and a cone shaped roof reaching up another twenty feet. The front of the building contains a single large entrance, guarded at all times by two village shinobi. The entrance is covered by a short awning. On entering, one must pass through a hallway until they reach the center of the building, which consists of a large circular room, with a round table directly in the center of the room. Three chairs sit equidistant around the table. The room itself has a perimeter of about twenty feet, covering almost a full half of the building's total space. The outer walls of the room hold more chairs, but also a number of doors, evenly spaced from each other. The majority of the doors lead to empty rooms, but the doors directly behind each of the three chairs at the table are marked with the name of a council member, and lead to their personal offices. Both the center chamber and each personal office hold privacy seals which, with a touch, will silence the room, making it impossible for anyone outside of the room to hear anything said within. The activation seals are located somewhere on the desk of each council member, and in the center of the table in the central chamber.

Segare's Office
The main feature of this office is a large mahogany desk in the exact center of the room, poised to display the occupant's wealth. The rest of the room is fairly simplistic, containing a chair for occupant and guest, and a couple of bookshelves holding Segare's rather extensive and ever growing collection of various books. A small cot is propped in the back corner in case Segare should need to sleep in his office.

Luo's Office
This office is home to only a stock of historical accounts of wars, assassinations, and feuds started and finished by shinobi; at least the information the Ushio clan was willing to part with. The geographical information held here is vital, however not as extensive as one would assume. The office itself is designed with bamboo in mind, the main desk being designed of such material. Seating pillows are the main draw in this office, incense constantly burning to keep the mood calm. Currently, one cot exists, and it is reserved for the owner of this office.

Rin's Office
Holds a stocked bookshelf, a storage chest, a cot and two chairs. Rin occasionally rests here, but lives instead with her sister Michiko.

Treasury
Taking the room between Segare and Luo's offices, the Treasury room is sparsely decorated, holding only three chests, two made of wood bound in steel, and one entirely of steel. The wooden chests sit to either side, while the steel holds the central position in the room. Besides the chests, the room contains only two chairs and a card table for the two chuunin guards permanently stationed within the room. The chests all contain only one thing, the village's money. And each chest contains only one type of coin, with the steel chest being reserved for the gold. Unlike the offices, no silencing seal exists in this room, to reduce the chances of theft.

Each chest is sealed in multiple ways. Three locking seals adorn each chest, each keyed to a different council member's blood, and arrayed such that if any one seal is unlocked, all will unlock. Additionally, three padlocks adorn each chest. Segare holds two keys to each wooden chest, one kept on his person at all times, and one in a hidden compartment in his office. The third key to the wooden chests is held one each by the guards in the room, and is passed on after every shift change. The second and third keys to the steel chest are held instead by Luo and Rin, requiring all three council members be present to open the chest. Additionally, the locking seals on the steel chest do not automatically release, and instead require all three councilors provide a blood sample. Beyond just the seals and padlocks, every padlock is enhanced by the locking technique, at B ranked capability. The door to the room itself is also kept locked at all times. Four keys to this room exist, one being held by each council member, and one kept inside the room at all times, which the guards use for shift changes.

Old Design
Made from Leather stretched over a Wooden frame, the Council Tent is a fairly large "building" for all official village matters. There are five main sections, the main room, and four individual offices. The offices are approximately 10' x 10'. Special sound prevention seals are stitched into every wall of the main room, such that no sound from inside can reach the outside of the room. The offices themselves are similarly equipped, but their seals must be activated by the room's occupant via a trigger seal in the doorway.

Meeting Room: Little more than a large room with cushions for seats, although the council has plans to improve the meeting area in the near future. There is a spot for a fire pit in the middle with appropriate chimney-hole in the roof for cold nights.

Rin's Office: Holds a stocked bookshelf, a storage chest, a cot and two chairs. Rin occasionally rests here, but lives instead with her sister ___

Segare's Office: The main feature of this office is a large mahogany desk in the exact center of the room, poised to display the occupant's wealth. Only slightly paling in comparison are the two large steel banded chests lining one wall of the office, locked with seal, jutsu, and padlock, these chests contain the village treasury, or at least what of it isn't sitting on Segare's desk for counting. The rest of the room is fairly simplistic, containing a chair for occupant and guest, and a couple of bookshelves. A small cot is propped in the back corner in case Segare should need to sleep in his office.

(May change depending, but the general idea will likely remain the same. Anyone may add detail to the description, and all council members must edit their office if they wish to use it. Hinote: more detail on the soundproofing may be a good idea. This thread is so that certain council issues can be solved before RP begins, as there are certain things which should be determined early on.)

๑๑๑๑ Entering the rather large tent, Luo's eyes scanned the main room, a pile of ash sitting in the fire pit that was used elsewhere days before which now was meant for them to keep warm during long meetings. Exhaling deeply through his nostrils as he came across no signs of life in the room, he proceeded to his own office. He could tell already he was more than likely going to be the first one in the tent, and quite possibly the last one out as well. Despite his age he was dedicated to the cause, as well as the tasks at hand. It quite often wasn't easy for Luo to convince others in his youth that he was more than capable of most tasks, however he gathered a shinobi of only seventeen in his station was a bit of an oddity. Still, he was experienced enough to convince his grandfather to allow the clan to fund his endeavor, despite the rumors that it was destined to fail. He'd have to keep his parents as well as the head of his clan aware of their progress, if only to make sure those rumors were stamped out.

The first thing he did was light the incense given to him by his grandfather, to remind him of the clan home. The second, was to light two candles before placing two rolled up maps on the low bamboo table. As he sat, he felt more at ease as the scent wafted through his quarters, the lush seating pillow underneath him reminding him of why he took them for his office in the first place. Unfurling the pair of regional maps side-by-side, he went over them carefully, marking things to remember with a quill and ink set aside from the night before. The task had been a bit of a pain, charting the area around them that had been left untouched for quite some time. So far no signs of former settlements had been found which was good, however the area was too vast to call the search complete. Most of the charting had been done alone by Luo, taking great pride in the task as well as satisfying his curiosity. He'd come up with most of the regions in the area, however naming them was something better left up to a meeting somewhere down the line. As for now, he took to making small notes on the maps based on his own personal journal entries, including known species of plants and animals seen throughout his journey. His hope, was that Segare could use the information to determine if the resources were abundant enough to support a potential village.

Rolling the maps up and placing them back on one of the shelves, Luo pulled a third map from the next shelf and rolled it out on his desk. This map in particular was valuable to Luo, and quite possibly everyone that had chosen to take up their cause. It was a feudal territory map, charting who owned what land, and where. The only issue with it, was that territory quite often changed hands quickly with feudal lords. With the use of ninja, one territory could go through five owners in two months time. It was often difficult to keep up with who owned what, or even if the land was owned at all. His map was accurate for its time, however it was dated for over a year ago. It was all the more reason to get assignments up and running as far as surveying the enemy was concerned, he'd have to bring that up to Rin. In the meantime, Luo traced the map, altering it with his predictions for how the territories had grown in that time. He took into account clan territories that were overrun, feaudal bouts that had taken place that he'd known about, and just as well the reported wealth of each near faction's military forces. The predictions were not going to be accurate, however the information Luo had coupled with his eye for field strategics led him to his predictions for planned movement.

After thirty minutes went by with the task, Luo sat back and stared at the new map alongside the old one. Even in his predictions, the warring factions around them had no reason to come close to where they had chosen to settle. "That's a relief," he thought to himself as he took both scrolls and folded them up, standing and placing them under his left arm. Walking out of his small office into the main seating room, he took his place around the pit on a blue silk seating pillow with embroidered gold spirals. Placing the maps to his left neatly, he sat in the lotus position and began to meditate to pass the time. His mind would have to be clear for this meeting, and he suspected today's meeting was not going to be an easy one.

A young girl stepped into the council tent looking as lost as could be. This was no place for a child, and if it weren't in the middle of the wilderness, and her clothes weren't in perfect condition, one might assume her to be lost. “Hello?” She called out into the tent. Her voice sounded just as innocent as her face looked.

Rin... The child with the mind of a fox and the heart of a demon. At the age of 15, Rin could not possibly have found her place on the council without making a very vivid demonstration of her abilities. Unlike the other council members Rin brought no nobility, no funding and no reputation. She was a ghost, and few knew her by name but by achievement instead. She had also never met the council in person, and had almost no role in summoning the mismatched crowd of shinobi which would soon make this their home. She moved towards what she assumed was her room, to make sure that everything had arrived. Two large boxes, a bookcase, a cot, and a large locked chest. She would have to put it all in order later. With a sigh she pulled off her backpack and lay it on the ground, opening it to grab the large scroll inside which she rolled out onto the floor, weighing each corner under a large stone to keep it flat before standing back appreciatively. On the tattered paper, in fine lettering, lay her latest contribution to the project. Intel on the current military movements in the area (Although rare this far from the capital) as well as everything the information the Daimyo had regarding the movement of “renegade” shinobi groups. Much to her satisfaction, the majority of the new members had managed to cover their tracks. The Daimyo would not know anything of the community until the village started taking jobs.

Rin sat in front of the scroll, an intrigued expression on her face as she reviewed her intel. If she could convince Luo and Segare, they might have some good jobs already lined up... She couldnt be sure how they would react however, she needed more information than what she had from their letters. Luo, heavily invested in the village, may not be willing to risk early exposure to the Daimyo. Segare was similarly invested but it was difficult to pin down either his motivation or his temperament. Rin only hoped that this pipedream could be made to work. She could only drag her sister around so much before questions got asked. Questions, which could not be answered. Questions which must never be answered.

User Image Segare wandered into the council tent, stifling a yawn with the back of his hand. The first meeting of the new council was scheduled for sometime this morning, and if he had his guess, Luo had come in early to get all his paperwork in order for the meeting. Sure enough, he could hear the quiet sounds of work coming from the young man's office. But, rather than go to visit, Segare took a left, heading into his own little corner of the building. He wasn't sure what to expect from this meeting. He'd attended more than a few meetings of the Daimyo's council at the behest of his father, and Luo was from a large enough clan to where he suspected they had a clan council the boy had probably been expected to attend. Rin, he wasn't sure about. The girl was young, and had only contacted them thus far through written correspondence, but she seemed fairly serious and he wasn't sure how she'd act in a council setting.

But still, every council acted differently, and he wasn't sure how this one would act. That would be on the agenda today though. The only thing he was sure of, was that he wasn't going to let it be as boring as the Daimyo's councils had been. All talk and politics, with everyone dying to leave the moment they found an excuse. Just plain boring.

Shaking his head, Segare dropped into the chair behind his desk, smiling as he ran his hand down the length of the wood. He'd had a rich upbringing, and made every effort to look the part, but the desk was his office's one allowance for extravagance. A deep mahogany, with a large open surface and drawers upon hidden drawers all about it. It had once been his father's desk, and his father before him, always passed down when the parent bought themselves a much nicer desk. It was a piece of master craftsmanship and probably worth more in sheer value than anything this new village had to offer. And it had probably been hell for the small crew of genin he'd had haul it through the woods rather than cram it into a storage seal.

Chuckling happily, Segare let his finger slip into a crevice along the desk's surface, applying pressure and then lifting the edge to reveal one of the many hidden compartments, from which he pulled a scroll. Returning the desk to normal, he rolled out the scroll across the surface and went to work, drawing an abacus from another drawer without even looking. For the next hour beads flicked back and forth across the device as his pencil scratched across the paper, checking and double checking all his figures. He knew the other two would come prepared for the meeting, and he wasn't about to show up without having done the same.

In the end, he couldn't say he had the final figures. People were still arriving and bringing their own small bits of wealth along with them, but he had what he could get, and was satisfied that they were in good standing, at least for awhile until they could get missions running. Happy with his work, Segare pushed away from his desk, rolling up the scroll and tucking it into his belt. Tucking the abacus under his arm, he stood and made his way out into the main chamber, where he immediately dropped himself onto the pillow closest to his office, simply sprawling across the fabric rather than taking any "Proper" position, and flicking a wave to Luo as he spotted him seated nearby.

"Mornin kiddo." he grinned at the younger man. "Rin here yet?" he queried, having noticed the lack of a third individual, his eyes straying towards the third occupied office. He would admit to being curious about the girl, who had never shown her face, and sent her things on ahead of her. He just hoped they weren't making a mistake by trusting someone they had never met in person with so much power over this little project.

Rin stepped out of her office after only a few short minutes of comtemplation to find the other two members were waiting, sort of. The first, was meditating patiently while the second... was loud. "-here yet?" "Over here" she said in an almost bored tone. Knowing that the council members had arrived, she rolled her scroll back up and moved towards one of the 'official' seating cushions. She would after all prefer to be noticed when the begin the first proper meeting, as she didnt intend to give the other two full control. "Brought intel, took a bit to get it of course." Her voice was calm, but held an odd sense of cheer. She could only assume the quieter one was the Ushio who wrote most of the letters, Luo, making the loud one Segare. AS she readjusted her cushion, seriously had these two never heard of chairs? she looked patiently between the two. She needed to know that her intel wouldnt be wasted on these two, and that they had accomplished something as well. "But first, Mind updating me on the state of things in the village?"

๑๑๑๑ Listening to the sound of shuffling feet, Luo folded his legs into a proper seating position as he was addressed by Segare. Nodding towards him, the edges of his lips curled upwards into a curt smile, however that's all his face would allow. Segare and Luo had met previously a handful of times, however it was a bit sporadic. Segare's shinobi life in general was rather time consuming, and Luo spent most of his time either training or taking jobs on the clan's behalf. It was often difficult to pin the two down, however their meetings had proven fruitful in the past. Luo had always regarded Segare as being...lavish in a sense. Although Luo came from a wealthy clan, it was rare for an Ushio to hold value in the money they had. Segare however, seemed to enjoy letting people know he was a wealthy man, something Luo didn't exactly care for, however just the same didn't really care about. Admittedly, being called 'kiddo' struck a nerve with the young shinobi, however he knew the quip on Segare's part was only a jest.

Before answering however, another voice rang out as Luo stared at someone younger than himself. His face didn't betray his thoughts, however he definitely noticed how young Rin was. If anything, Luo was somewhat impressed with the girl. He'd realized her reason for secrecy among others he was sure, and in that moment realized as well how vital he and Segare were as the 'faces' of their village for the time being. In truth, Luo had been tasked by his grandfather to find Rin and gather information on her before he even considered the large sum needed for what was seen as a pipe dream by most. However, having been busy with a manhunt at the time Luo tasked two chuunin Ushio eager for the mission to get it done. Surprisingly, they turned back up empty handed two months later, stating it was simply impossible to pin her down at any point in time. Neither had been able to even lay eyes on her. Instead of frustration, Luo saw it as a very good sign indeed, reporting to his grandfather that the mission had failed. Put quite simply, she was too good at her job, something the clan head as well saw as fortunate.

Nodding towards Rin, Luo's attitude perked up slightly, he was glad everyone had shown up relatively on time. As she posed the question about the village, Luo opened one of the scrolls next to him, pointing a few things out as he spoke. "Well, the deer in this area are plentiful, that's the good news. Water is close, however with some work I could get it closer. Morale is admittedly low, however that's due in part to the lack of assignments currently. People are working hard, but they don't exactly know what they're working towards. There hasn't been any military movement in this area for quite some time, the near factions don't really have a reason to be out here, let alone really know where 'here' is. Bamboo has of course proven useful as temporary building material, I think there's money to be saved in that sense. As far as near military forces, my predictions are that we may not be seen as a threat for quite some time, however if we are perceived as such with our current forces, we may be in for quite a battle. It's vital we stay hidden."

Luo didn't delve any deeper into anything until it was necessary, for now it seemed things were only just beginning. There was a lot that needed to be addressed, and he was interested to hear from the others as well. He had been preparing for this first meeting for quite some time, yet he found himself nervous still.

User Image Even as Segare asked the question, he saw a young girl exit the office they had set aside for Rin. His eyebrows raised unwittingly as he subconsciously began to evaluate the girl. She looked no older than sixteen, and even that was pushing it. And then the girl, well, it couldn't really be said she introduced herself so much as made herself known. Segare had initially though he himself was a bit young for this post, and Luo was even younger, though not by too much, which was why he'd jokingly called him "Kiddo", but this girl was even younger yet. Would people be able to take them seriously if they knew the village was headed by, basically, a group of kids? Even if they were both excellent at their jobs, this was going to act against them.

Quietly sighing, he turned his attention to the present once more. It irked him a bit that the, well, near child that had just entered basically attempted to seize control of the meeting, but he chose to ignore it for the moment. Once this first bit was covered and they moved on to future topics, the matter of who spoke when would be settled upon.

As Luo finished up summarizing his findings, Segare pulled his scroll from his belt, rolling it open across his lap. Once Luo had gone silent for a significant enough length of time to signal he was finished, Segare decided to begin his own report. He'd noted that Rin had yet to give any of her own information, obviously wanting to receive first, but didn't feel that anything he had to share just yet was at any risk if she was just playing with them. Luo certainly seemed to trust her, having vouched for her addition to the council, and considering Luo's investments far outweighed his own, he couldn't help but trust Luo on the matter.

"As people join us, they bring along donations to the village coffers. Most notably Luo's own donation. People are still arriving so our funds haven't leveled out yet, but right now we're sitting on about forty gold in total value. I've taken the liberty of having it converted into equal parts gold and silver, running multiple transactions through a few different banks, so it should be untraceable. That leaves us with twenty gold and two thousand silver. Plenty to keep us operational, but we'll need to supplement it with missions soon." Pausing momentarily, Segare rolled up his scroll and tucked it back into his belt, turning instead to observe the other two councilors.

"We also have a small supply of weapons and jutsu scrolls. Most of our newcomers have been willing to share their knowledge with the village, and I acquired some through some dealings with other bands, but we've peaked out on that avenue. If we want more, people will need to bring them in. Most people are bringing supplies enough for themselves and no more, so the rest of our stock is fairly low. We need to find suppliers willing to sell to us in bulk, or draw in some craftsmen to build the things we need. But, I think that brings us to you?" he finished, turning to focus his entire attention on the group's newest member. She had gotten them enough intel to where Luo felt she deserved her post, but Segare had had very limited dealings with the girl up to now, and he wanted some proof his trust was deserved in agreeing to give her the shot.

Rin stared at the two men in turn. She had reason to believe they were fairly young, but Luo wasn't much older than herself. She was able to confirm their identities as soon as Luo started his rundown. Luo was looking at their tactical position, while segare was more interested in village funds. She had no need to look into Luo's identity, but Segares was not yet known to the girl. She would have to... poke around a bit and dig up his past. Clearly he had come from a certain level of wealth, probably a noble. If he hadn't changed his name it wouldn’t be too difficult to get information. As a member of a clan, it would be difficult to find much information on Luo, and a clumsy attempt would alert his clan. Not the kind of information she'd be looking for. Still, they seemed competent. They had managed to gather a large sum of money, though Rin was not sure how long it would last, and had a good measure of common sense. They could very well prove useful.

“Well I can confirm that we are safe, possibly for a while, from the Daimyo. I have here some rough records from the Daimyo's own office detailing the military movements in the area. None of his enemies are likely to come out this far, and for the most part the Daimyo's own troops are more focused on the South.” She held the papers out in the center for either to grab them. “The Daimyo also makes an effort to track movements of shinobi groups, usually clans. Naturally I needed to get a hold of his latest Intel. He doesn't have much concrete information on any clans in particular, but more importantly he has not received any Intel which might lead him to our village. So far your recruits have been either smart or lucky.” She leaned back and rubbed her back. She was not used to sitting like this. “Though that also means if we are not careful what jobs we take, he will get an eye on us.”

“More interestingly, it seems the daimyo has a minor trade route not far from here. Guarded of course, but there are two notable caravans. One handles weapons for the army, and the other carries trade goods to the capital. I don't imagine the Daimyo will pay too much attention to, say, a bandit raid. Though there is risk.” She didn't bother mentioning that attacking either would at least cause the route to change. It would be a one time deal. This meant essentially, they had three options. Sit on their butts and play it safe, go for the trading caravan and bring in some money, or go for the weapons transport and arm their village. They didn’t need to rush though, as the routes would probably remain largely unchanged until they start taking jobs.

๑๑๑๑ After Luo spoke, Segare began his report on the monetary state of things. As expected, their contributions to the village initially were enough to keep them running, at least well enough to support the influx of people that would be coming in. Just as well, Segare had gone through the lengths of breaking the large sum of money down into smaller amounts in order to raise less suspicion. And while Luo had suggested they keep the money on the grounds of the Ushio clan, Segare had made it known that it was better to go about the money for the village in the manner he had chosen, Luo resigning on the matter to allow Segare to do what he was good at. Needless to say, Segare had made it quite clear that it was best he deal with the money. Not to mention the fact that now that they all sat here, the age differences would make it odd for the other two to attempt depositing such amounts without notice being taken. As Segare came around to speaking on the state of their supplies, Luo made a mental note.

When things were directed towards Rin, Luo admittedly was curious as to how she would report. At his age Luo had always proven himself to be more than ambitious, taking more risks than he'd like to mention to get any job done. This endeavor itself was possibly the biggest risk he had taken yet, and Rin as a member of the council who had yet to be seen until moments ago, was yet another risk. He knew there was some convincing to do on his part as far as Segare went, however he figured her skills would convince him soon enough. As she began speaking, she produced some documents to hand out, Luo grasping the corner of one of the pieces of parchment paper before bringing it closer to read. Indeed, the information was impressive, and coupled well with what he had. He hadn't expected anyone to have information from the Daimyo himself. As he scanned the map he had traced earlier and matched the information with what was in his hands, he found a good bit of his predictions were correct. Making a few adjustments to it, he decided he'd draw up an official one later which coincided with all the information given.

There was nothing as of yet on their movements, which was good. As his mind went over the information on clans the Diamyo had, Luo felt a pang of uneasiness ring through. The Ushio clan was pretty stationary and rather well established where they were. Should the Daimyo find out about what they were doing, and in fact find out Luo was one of the main conspirators, it would not take long for him to put two and two together. It seemed Luo hadwomewhat deeply, his attention was still for the most part tuned into what Rin was saying. As she spoke on the trade route through their area, Luo's attention was quickly piqued. He knew what he wanted to do, however it may have seemed too risky for the other two. He'd just have to pose his suggestion and see how it played out.

"If these two caravans are even within two days of each other, I don't see why we couldn't hit both at once. There is enough of us to supplement at least that, and since it seems obvious that after attacking either the routes will change it seems only obvious that we make the most of it. Circling back to our weapon issue in the village, I could try and commission one blacksmith in particular, but there are some hurdles. He is the resident blacksmith for my clan, however just as well he works for three other clans as well. Needless to say, his contracts are large and so is his pay. It would be difficult to find any free time in his schedule to travel this way and help, and it's another thing entirely to get him to agree to help. If I could ask a favor of the Ushio head to delay their usual order by two weeks to allow us time to convince and attempt to work with the man, we may have a shot. However, until trust and just as well village funds are well established, it'll more likely than not pan out to be a one time deal. It would certainly bolster our weapon cache, however we'd need to establish pull with him after the order is filled, or continue looking for other merchants and blacksmiths in that time."

At home, Luo had the 'pleasure' of filling their weapon orders with their blacksmith. He had to make sure the numbers were correct, what they received was correct, and that each shinobi used what was given to them wisely in order to make things last until the next order. Needless to say, with their projected village numbers, Luo was a bit concerned that they would be lacking in that department for some time. Had he the skill, Luo more than likely would've made the weapons himself for the village until his arms couldn't move, however one look at the young man's cuticles was enough to know he was not skilled with a forge.

User Image Segare shifted his position as the others spoke, leaning back with his arms behind him as support. He'd never liked the meetings his father attended, and this was already starting down that course. Boring. Rin's information was about what he could have expected, though it was good to know their recruits weren't making themselves obvious on their way over. it'd be a pathetic shame for the village to be attacked before everyone was here and ready because of some foolish kid blabbing to the wrong person.

He listened patiently, nodding as Rin mentioned the nearby caravan route. He knew a bit about that one already. it had been established in that route purely because there were few hostiles in the area, and thus wasn't well protected. It would be a good mark, if they wanted to go after it. Doing so would bring them attention immediately though, which could be a problem. Luo's mention of a blacksmith was also interesting, but, Segare felt it a rather unnecessary expense for now. They had little money, and a fair amount of supplies. Spending it all on a top grade smith didn't seem the most prudent of ideas.

"We're getting a bit ahead of ourselves here." he spoke up once the others both fell silent. "As I said, most of the newcomers have their own supplies already. Those that don't are most likely those that will require some training before they even need the equipment anyways. I can agree with seeking out some trade relations, but I'd advise against spending anything until we know we need it. Same with the caravans. Attacking them will result in either a route change or an increase in guards, as well as bringing attention on the area. Both problems I'd like to avoid until necessary, or irrelevant."

Pausing, he leaned forward again, drawing himself up into a more "Proper" cross legged sitting position, and looking at Luo and Rin in turn. "Now that we know how the village is doing, it's time we found out how we're doing ourselves. We need to settle, here and now, how things are going to work. We can't be fighting among ourselves, or have one of us trying to hold more power than the others, or this whole thing is going to suffer for it. We need rules, and policies. Anything else can wait until we have those. So, any suggestions?" As he finished speaking, Segare leaned back, eying both of his associates with a raised eyebrow, feeling inwardly like that had been the most serious statement he'd ever spoken. It wasn't really his thing, but it had to be said, and the sooner the better, lest they get dragged off on some tangent.

"As I said, the oppprtunity will remain until our activity gets noticed or we act on the information, so there is no real hurry. However it is good to know the option is there for the time being." She waited a moment as Segare changed subjects. "I'll be honest, never ran a village before. Though I recommend soundproofing the tent and investing in a proper set of chairs and a table." She changed positions to prove her point. The cushions were not comfortable. "Most of the peeps I saw coming were... young." She paused a moment, laughing a little at her being the one to say it. "Cuz most of the geezers with proper training dont seem to think we can make this work. So we should probably set up a way of training them". At that, she popped a gumdrop in her mouth "Dunno about rules though. Don't kill fellow villagers is a good one usually."

๑๑๑๑ Luo didn't have much to say on his part about the two convoys that traveled through their area, a simple nod was all that he offered on the subject, a clear sign he had agreed on the matter. It would be an option they had should hard times fall on them in the upcoming months. The note on the Ushio blacksmith was touched on by Segare, something he had expected from the man who was dealing with the finances of the village. Still, even Luo knew it was a favor best saved for later as far as the village was concerned.

When the topic was changed, Luo nodded ever so slightly in agreement with Segare. Rules and regulations needed to be established, and the village as a whole needed to be established as well. Waiting to speak, he turned his attention to Rin who had begun. Her mention of never running a village before was an obvious mention to all parties who were involved, it was something they were attempting to cope with as they pooled their skills to attempt to do run one, and run it well. Her second suggestion for proper seating was a fair one, although Luo was very much comfortable with the seating. As he looked around however, he did notice that while his seat had been brought from home, theirs obviously were not. The familiarity with that style of seating coupled with yet another pillow he himself had sat in for quite some time, led him to believe there was a bias on the matter on his part, one he had no qualms with doing away with.

When Rin mentioned people coming in, Luo did his best to ignore the slang she spoke with. He understood clearly what she said, however the way she spoke had almost forced Luo's hand as far as chuckling was concerned. Instead, his lips grew apart as a sliver of a grin took the place of his naturally still face. She did have a point however, the village seemed to be young for the most part. The older generation of shinobi didn't trust that a standardized shinobi system would work, while those who were young were eager enough to take the risks involved, including the council themselves. It would take a lot of convincing on their parts to both promote growth within the village, as well as represent their village as a formidable military force. The task, was nothing less than daunting.

At her last quip, Luo couldn't help but let out a soft chuckle for a few seconds. "Well, you're right about that. Killing each other should probably be avoided." Clearing his throat slightly, Luo began on his ideas and concerns to be addressed. "As far as one of us lording over the other, I believe by creating a triad council as we have, we've already started down the path to making sure that does not happen. I believe based on all of our strengths, village leadership duties have been split in such a way that no single individual has more information on village affairs than another."

Waiting for a moment, Luo continued. "Within our clan, it isn't abnormal for group classes to be taught. Just as well, town and village dojo in other areas maintain this same group method of teaching. In that sense, it seems obvious to me that in order for us to train the amount of prospective shinobi we have and do it efficiently, we must set up a standardized training institution. Because there are so many different schools of shinobi art, the difficulty becomes taking from each art what is absolutely necessary in order for our forces to be versatile, while allowing them to be able to focus in one area of shinobi arts without being completely oblivious to the rest. Taijutsu, genjutsu, ninjutsu, these must all be touched upon before we consider any prospective villager to become a shinobi. At least, that is my opinion on the matter."

This time, Luo allowed a bit more time between what he had just said and his next statement before continuing, allowing a bit of time for each member to think on the matter. "As for our rules and regulations, I believe first and foremost that any matter regarding the use of village funds should be brought to the council before being approved. As much as I'd like to outfit our forces with the best equipment money can buy, the truth is making that move on my own could bankrupt us. On the subject of missions, while I believe we should be able to submit missions to our forces without council input based on our seat positions on this council, it wouldn't hurt for us to provide declassified mission reports for any of us to look at should we want to after mission success or failure. In this way, a mission may retain its secrecy if necessary, however its intentions as well as outcome do not go unchecked. Lastly, I think we should keep a regulated manner of speaking in turn. We could rotate who starts the meeting from today on, so that all of us have the opportunity to address what is on our docket, and just as well so that no one is rudely interrupted or worse dismissed entirely in conversation. We must each have a voice in this council."

Luo's shoulders rested slightly as he exhaled out of his nostrils, having said all he needed to. Looking over towards Segare, he waited for him to speak his mind on what he wanted as far as rules and regulations were concerned, as well as his opinions on all Luo had said. The young shinobi hoped at the least, that his requests were not out of line for the council.

Segare remained quiet for a short while after Luo finished speaking, humming to himself a bit in thought. His request hadn't brought quite the responses he'd been looking for, but some interesting ideas were stated nonetheless. Deciding to take care of this in order, he took a breath, and began.

"This tent is already soundproofed." he began, deciding to get that out of the way first, and pointing to one of the more evident of the seals stitched into the walls. "The tent is a sort of hand me down from the nomads I ran with before I met Luo. There are seals in both the main room and all of the offices to keep anyone outside from hearing anything. We just need to keep them charged, and station a guard outside for anything that desperately needs to be private."

Moving on immediately, Segare turned his thoughts to the suggestion of training. It was obvious enough a need, and he really felt it hardly needed discussion. "An academy of sorts is definitely something we need. Some of the more skilled recruits can be drafted to teach the occasional class to keep things varied and touch on all the main fields. I think we could also probably afford to loan out the scrolls of E rank jutsu to the teachers for the sake of training the students. As a village institution it'd seem strange to charge them the way I intend to charge everyone else."

After a short breather, Segare pushed onwards, deciding to leave his comments on the training of recruits at that. "I was referring though to rules of the council itself more than the village, like Luo's suggestions. The idea of rotating speakers seems to work, and we already seem to have fallen into it. I'd add though that if extra sessions are called, whoever calls the session should begin the meeting, rather than continuing the normal rotation. We should also consider when meetings should be held. Perhaps once a month would be a good spacing, with meetings being kept to only a couple hours so that we don't disrupt our duties too much."

"I'm inclined to disagree with keeping secrets between us however. Any mission the village takes on should be possible to review for any one of us. We need to agree on what sort of missions we will take on, and I for one don't want any being assigned in secret to hide things from the rest of us that we might disagree with."
Stopping for a moment, Segare took the time to glance at both his accomplices, watching Rin a bit longer than Luo. She was secretive, and he wasn't sure what sort of things she might pull if she was allowed to give out missions that were classified to the others on the council.

"As for the village funds, I'll take care of any regular payments or income that needs to be handled, such as for and from missions. Large purchases such as equipment or building supplies should be checked through the council though. Both to ensure we are getting everything we need, and nothing we don't need, and also in case one of us knows of a place to get it cheaper that I'm unaware of. I'm sure your clan smith is excellent Luo, but unless one of our recruits has designs for something custom made, a lesser blacksmith who will charge less would be far preferable." As he spoke of custom weapons, Segare's hand automatically sought out the sword tied to his hip, fondly rubbing the end of it's golden hilt with his thumb. The sword had been ridiculously expensive, ordered by his father and expressly requested in gold with a silver blade, to show off the family's wealth. Luckily Segare had been able to get to the blacksmith before he started forging and change the order to something that could actually be used in combat. Rolling his eyes at the memory, Segare turned his attention to Rin, expecting her to continue the littler merry go round they had going.

Rin stared blankly at Segare as he stared at her, clearly suspicious of her trying to undermine things or... something. “Frankly despite your obvious reservations against me, Its silly to think any one of us intends to undermine things here. We've all invested a lot in the village, even me. Frankly secrecy isn’t the concern here. I’m fine with mission records being open, but requiring council approval for every mission? Many things need to be done like... immediately, others are simply not worth bringing up. I suggest instead doing a sort of... whats the word... predetermined money for use... I don't know anyways, we could just say 'hers how much we can spend without getting council approval'. Also I should add it shouldn’t be the councils business if we are dealing with missions with our own money. If for instance one of us needed someone to watch our family or something it shouldn’t be a problem.” She watched Segare rub his sword, which looked ridiculously excessive for a ninja. Clearly it wasn’t something hes be willing to lose. Perhaps she was working with the wrong people after all. Still, she truly had invested a lot to just leave. Not many were brave, or stupid enough to do what these two were attempting. She had to use some favors and resources which were very costly, beyond the basic piles of money the other two had brought. It would be a while, for instance, before she could hope to get such detailed information on the military without getting a second source. It was risky enough doing it once. Was this Segare character willing to leave his sword behind, if he needed to? Then there was the bracelet...”Oh, I suppose it wouldn’t be a bad idea to require council approval for more expensive or risky missions. Perhaps set a lower cost for any one er... spending, mission, thing. So we can spend so much per month or something and then a lesser amount for, say a weapons order or a mission or something.”

After a moment she considered the school idea. She almost wished it wasn’t brought up now... To her knowledge they didn’t have many ninja capable of teaching, especially not genjutsu... She wasn’t going to be the one to suggest it but the council members were probably the best ones to teach for now. Sadly one of the few things they were likely to have learned about her was that she specialized in genjutsu, even if they didn’t know how good she really was at it.”Perhaps we could contact some clans which specialize in each specialty and ask if they cant send an ambassador or something to teach? It might give them a chance to see if our village is worth investing more into or... something.”
