Earl Howitt is an enigma that has echoed as common lore amongst the townspeople. He has only been seen on direct king orders and is assumed to serve under the Military Police. In the letter contains explicit orders not to inquire about his origins and treat him as if you knew him your entire life. Howitt is fully trustworthy and extremely friendly on most occasions. He finds satisfaction in everything but unruly people; no matter how gruesome and unreal. Perhaps the most popular theory is that he used to serve under the Scouting legion as a high commander and lost his squad to a giant. This is why people assume he is so senile.
