In Will of the Empress, Sandry and Briar (and maybe the other two) both say that Briar views all three girls as sisters. Although I will admit that I thought there was some possibility of him getting together with Sandry in the four original books.

No, he doesn't and he won't. At least not in the way that you mean. As sisters, yes, but as a lover, no. Tamora Pierce has stated that there will be no intercircle romance.

I know Briar probably does love the other three as sister. Still, I'm rooting for a Tris/Briar pairing.

No. I think he views them as sisters. I'm guessing from context clues and a real-life parallel. I have a cousin named Brian (not Briar) with three sisters, and he treats his sisters about the same way that Briar treats the girls. (Eg: "No one messes with them but ME!")

I've always thought that him and Sandry would get together b/c they kinda balance each other out and they are so cute together but maybe not, at least not after Will of the Empress.

I swear, if someone writes a fanfic about briar getting with one of his sisters...Ill hunt you down, carve out your organs with a CRUDE WOODEN SPOON, cut whatever private areas you have off, shove them down your throat, and finally, burn up all your books, and cave your face in with will of the empress.
