Really? o.o My sad piece of a Neku cosplay from earlier (genderbend) cost about 10k-15k, if not less. The hair was the most expensive part, sadly. Most TWEWY cosplays are quite cheap, it's only when you go over the top you actually have to pay more. Like this lovely Joshua cosplay I threw together cost over 600k. Very harsh. But it's nothing too severe if you go for simplicity. All you really need is the head.
