I've been seeing alot of them too. I think the police dude blocks images, so you click on them and the actual thing someone put there turns up.

something was spoken about it, can't remember if it was in an announcement or in the dev alerts.
but it's just the new way to pre-block images (which you might not want to see). just click in the little policeman and the images appear right away.
