Send a friend request to that certain person you would like to add from their profile, and then wait for them to accept or decline.

 You have several options:
Go to a post made by the person you want to add as a friend. Hover your mouse over the arrow of the mini menu underneath their avatar, and select Add as Friend.
Visit the person's profile, as suggested by Sweet Bitter Beauty, and look for a link there that will allow you to add them as a friend.
Visit your Friend List and search for the person's username in the "Search for User" box. You'll be able to see there your relationship with that person and will let you add them as a friend.

Hint: some folks don't have their friends lists open to new requests. If there is an overriding reason you'd like to add that person, try starting with a PM and get to know the person first before requesting the add. Good luck!
