Sailor Cosmos is a manga-only character who is supposed to be the future form of Sailor Moon/Usagi, though nobody knows just how far into the future.
She also creates something of a plothole, as Usagi not only lost the ability to transform into Sailor Moon after becoming queen, but the ginzuishou transformed into the Pink Moon Crystal in chapter 42.

It depends on what kind you are asking, the anime or the manga. I'd look it up on WikiMoon.com if you want to find out.

SG Sailor Jasmine Anime: She appeared in a silhouette in the final episode as the light of hope. Sailor Cosmos does not appear in the anime at all. Sailor Cosmos is Usagi from the future. In the anime, the Light of Hope is Sailor Galaxia's starseed, not Usagi. Therefore, the Light of Hope in the anime is not Sailor Cosmos. For more on why equating the anime version of the Light of Hope with Sailor Cosmos is fallacious, I recommend this article.

In my return...
I think this debate (as informal as it may be) is something that is going to go on as long as people are in-love with the series. In general a lot of characters have the same base features, especially between Usagi-ChibiUsa-and ChibiChib. So in general who really knows for 100% sure who's ultimate form is Sailor Cosmos? To me I think the Eternal for is nobility enough.

The manga makes clear beyond any doubt that Sailor Cosmos is the future Usagi in Chapter 52: "I had so many regrets, so I came back to do everything over. My self (Usagi) here was alone and suffering, too. That is why I kept close and supported her... to help her make the right choice."Actual manga page.

Doesn't Chibi Chibi reveal herself to be Sailor Cosmos in the Manga?
Meh, either way I don't think Usagi is Sailor Cosmos. Especially when both of them have heart odango's.

This has been a debate many times, but I thought Usagi lost her powers as a senshi when she became Neo Queen Serenity, and thus Chibiusa is the new Sailor Moon. So how can Usagi became Cosmos? And there is no solid proof that Cosmos IS Usagi way in the future. All we know that Cosmos is the ultimate form of Sailor Moon.

Sailor Pesanta Doesn't Chibi Chibi reveal herself to be Sailor Cosmos in the Manga? Yes. Chibi Chibi is Sailor Cosmos is Usagi. Pale Melodies This has been a debate many times, but I thought Usagi lost her powers as a senshi when she became Neo Queen Serenity, and thus Chibiusa is the new Sailor Moon. So how can Usagi became Cosmos? It's not like Takeuchi hasn't left gaping plotholes before. Quote: And there is no solid proof that Cosmos IS Usagi way in the future. All we know that Cosmos is the ultimate form of Sailor Moon. There's pretty strong evidence in Chapter 52 when Sailor Cosmos refers to Usagi as "my self here."

Then she must have gotten her senshi powers back some how if that is the case. And yes Naoko does leave many plot bholes for us to figure out things.

My theory about this was that Sailor Cosmos was actually just a reborn version of Sailor Moon..
Hey, all the characters had died in the silver millennium and then became reborn as different people. So it only stands to reason that they might actually give up their immortality for various reasons in the far future, long after Crystal Tokyo was formed, for a chance to become reborn again as different people.
After all, think about this: For every Sailor Soilder that starts a family, only the firstborn can have the chance to become a Sailor Solider. any other children would just be normal humans or something. Not to mention the grandchildren wouldn't probably ever have a chance to become Sailor Soldiers unless the mother or grandmother gave up their powers and passed their roles on. This much was stated by Naoko.
This was most likely an physical law that had been reinforced in the silver millennium to ensure that any ruling planets wouldn't gain advantage over other planets' governments by having more Sailor Soldiers than others due to breeding. Thus, the political powers are even and stable, instead of infighting.
And of course because only Sailor Soldiers can be immortal thanks to the power of the Sailor Crystals in the manga, they would proably had to endure the fact that the normal humans they loved and cared for were dying slowly of age before their eyes, and that there was nothing they could do about that. imagine how taxing that must had been... especially if the Sailor Soldiers managed to marry and have children, only for those children to grow up and die of old age.
Queen Neo-Serenity probably saw this occur a lot, and then choose to give up a part of her Sailor Crystal, so that Chibiusa could grow up to have a family and not suffer from watching her own future child die from old age while she remained youthful.
And so when Neo-Serenity finally succumbed to old age 90-100 years later after finally giving up her Sailor Crystal... she became reborn, and became a red-haired young lady who could disguise herself to be a toddler or something. At least this is my theory... and you have to admit it makes sense, right?
