There's two categories of flits: IC and OOC. IC firelizards are those are owned by approved characters and are actively RP'd. OOC flits are owned by the player but are not RP'd in the shop's cannon.

Either designation is fine, and OOC flits can be made into IC flits (since wild Impressions of adult flits are possible) but this must be staff approved. Changing of flit ownership is not, however, possible once an IC flit has been associated/owned by a character.
