anyone can join if you let me lead you into the story Kary and I will start off
rules: only use 1 major character at a time, unless it's an npc we're sharing. no autohitting limited god moding, Doctor is always going to god mode so just try to keep it to a minimum
it's better if you use scifi characters or doctor who based ones for this.... LOL
We CAN have multiple Doctors, so that's cool lol.
ok I'll make a summary of the setting and then first post.

SETTING INFO
The planet is a modern type of place, much like earth but with smaller living space for people. There's two major continents, one which is much larger and filled with warring countries.
The smaller one is stable, and one nation that is the most advanced due to be isolated. It's much like modern America with a bit of a tropical climate.
The planet's called Jissai, and I haven't named the continent-country XD... for people who might know this planet already, I'm just using it for setting, none of my OCs will show up unless it's really needed for anything... >> I'll be using Doctor so I doubt I'll have to.
The plot is
multiple parallel universes are converging, causing all kinds of time rifts and spacial disruptions

any scifi character should do for this, but fantasy won't really work well.
below is my opening post.
If you have a normal character, introduce them somewhere and my Doctor can run into them or something.

The doctor was a bit tired of running for the time being, having just sparred himself from being stuck in a bus on a desert planet. He wanted to go somewhere with water--lots of it. He felt like a bit of a break, a fun trip. And so he parked his Tardis outside the Golden Pyramid of Jissai's Southern Continent. No one would notice a blue box, being that it was a tourist attraction. The pyramid was gigantic, and plated all in gold.
The monument had been converted into a world history museum, quite a nice way to use it even though they had destroyed mostly all the traces of who built the structure and why.
The Doctor came not for the mystery, but for the nice flowy harbor bay which was right up against the structure's park grounds. He got outside his Tardis and shut the door, feeling a nice Oceanic breeze in the air.
A tour through the pyramid sounded like a good idea for a break, after all-- he liked to see what their versions of history were, and what he might know that would be the same of different.

kuro the way doctor who goes, often time the doctor will find a random normal person doing normal things and they buddy up, so you can make up a normal humany person if you want too.

Woot! Here's a few things on a character just to start with...
Akyrah is a skinny, medium-height human/humanoid with light skin, blue eyes, and hair she dyed blue (but is naturally brown). She is a young woman with those flaws of some older teenagers (attitude, etc.). She doesn't automatically follow authority and frequently questions it. She always wants to know what's going on whether she's going to or not and hates knowing when she's not going to know something. She doesn't like it when bad things happen to (seemingly or really) good or neutral people, more so with people she likes. She dyes her hair out of rebellion.

Akyrah stood, her blue hair looking even bluer in the sun, adoring the Golden Pyramid against the water. She had wanted to go there since she was a child, but she had never been there until just the day before. This wasn't the fist time she'd been away from her home on the Northern Continent, but it had been a few years since she'd visited the south. She was relieved to get away from the constant war, the constant bad news, the constant speeches by their "leaders" telling them about victory and glory while saying absolutely nothing at all.
The pyramid was prettier than she had imagined, though she hadn't been completely sure of what to expect. She saw all the people milling around at the base of it and decided to join the crowd. There were people there from all kinds of places, and they all dressed differently and looked different. She wondered how far away some of them lived as she wandered toward the towering monument.

The Doctor wasn't going to run all over the whole park trying to find the front of the pyramid, so he found someone who looked... native... and decided to ask. "Pardon me miss, you wouldn't happen to know if they're still doing tours today? I arrived a bit late." He asked Akyrah, while scratching his head to look innocent and blend in with the diverse crowd. His Tardis translated the languages for him as he traveled, and kept his British-English accent from giving him away by accident. He certainly looked normal, and knew how to act--tourist like.

Akyrah looked at the tourist. His dress was definitely from somewhere else. He looked cute and clueless. "I don't know. I don't even live around here. I don't know when they stop the tours. You want to find out?"
