This isn't a place where you just request a character. There's a special place for that and this isn't it.

I found the Alley where Ed is supposed to begin, but is there a specific place Envy is to be introduced or can I just pick one? (in Konoha, of course)

Whats the standing rule on how long shadow clones(or various type clones for that matter) can linger about?
um in the manga naruto was able to use his shadow clones to train....and only after a while did he decide to collect them if you will........... eek to gain the experience. Is this the case for this rp and if so can shadow clones train and rest and repeat...and how long?

It depends on the amount of chakra your character possesses. As long as you don't run out of chakra and the clones arn't killed, they can stay on for quite a long time in battle, outside of battle is an endless # of posts so long as your character still has chakra. If your character isn't a jinchiriki and is lower than chuunin, they can only have a clone out for up to 10 posts. Jounin, Anbu, and Akatsuki get up to 15 posts, while Kage, Jinchiriki, and Sannin get 20 posts while in battle or training.
Naruto for example could sustain many clones for long periods of time because he had the foxes chakra added to his own. However the more he used his chakra, the less time he could keep them all out. If you train with your clones or battle with them, chances are you'll quickly run out of chakra.
To regain that chakra, you must either rest, eat a chakra pill (if you have any), or steal/receve chakra from another character. Note you can only steal chakra if you have a jutsu that allows you to.
Also, be reasonable with the number of clones you make. The more clones the more chakra is used up. Chuunin and under can make up to 25 clones (if they have enough chakra), Jounin, Anbu, and Akatsuki get up to 50 clones, while Kages, Jinchiriki, and Sannin (excluding Orochimaru) can get up to 100 clones.
