Congress to legalize personal possession?

Notwithstanding any other provision of law, no penalty may be imposed under an Act of Congress for the possession of marijuana for personal use, or for the not-for-profit transfer between adults of marijuana for personal use. For the purposes of this section, possession of 100 grams or less of marijuana shall be presumed to be for personal use, as shall the not-for-profit transfer of one ounce or less of marijuana, except that the civil penalty provided in section 405 of the Controlled Substances Act (21 U.S.C. 844a) may be imposed for the public use of marijuana if the amount of the penalty does not exceed $100.

People's thoughts? Could these lead to legalization on a state level as well as overturning of other illegal substances?

I think it's a good start. Making it legal 'for the use of responsible adults' seems very reasonable. The funny thing is that marijuana isn't nearly as bad as cigarettes, or alcohol.

Interesting... a recent development (article dated February 6th): Congress to DEA: Reconsider Monopoly on Medical Marijuana Research

"Sixteen Members of Congress issued a letter yesterday to newly-seated Attorney General Eric Holder urging the Drug Enforcement Administration (DEA) to act "swiftly to amend or withdraw" an order that significantly curtails medical marijuana research in the United States." Et ceteral.

Well, not really, now. And I hope someone will correct me if I'm wrong, since this gets into the minutae of con law, but since HR 5843 was introduced in the 110th congressional session to the House, which since adjourned (the 111th opened in January) without passing any resolution or anything on it, that means it fell by the wayside. It would have to be introduced all over again for anything to happen.
