ok I've been wondering for the longest time how to do light effects such as this

I attempted it with my current profile by using layer blends but it doesn't look like that.

any help or direction to tutorials would be greatly appreciated.

Maybe you could try asking the person who made it?

That usually works best.

Moving to the questions subforum.
That looks to me like the use of paintbrushes and a but of the dodge tool. But I didn't make it, definitely the best thing to do is ask the person who made it.

To me, it looks like a combination of the Dodge Tool, Layer Fx's, and a special brush that you need to download.
