Storm's Eye is a man in his upper thirties to mid forties who has recently appeared on scene. His first appearance was just over a year ago at an outside political rally, when the whole stadium suddenly became very, veeeerrrry quiet... As if all sound had just been vacuumed out of the world. Indeed, in a way it had... For Storm Eye had taken in all of those sound waves. Then, as jets flew over head to announce the beginning of the demonstrations, he let out all the sound waves he had absorbed, this time they came out as one large expanding wave, and the jets were bust into pieces. There were more deaths and injuries as those parts fell to the ground.
He had evidently tired himself out from THAT trick... Storm's Eye disappeared for months, but has resurfaced. What he does is no where near that destructive now, but the man seems bent on destroying various technological-type artifacts. Always preluded with that same eerie silence, and then something is targeted. Security cameras, police vehicles, patriotic emblems, things that people usually associate with safety. It's unclear what statement, this man is trying to make... But it is very clear that he can be very powerful and has no respect for property or human life and that he must be stopped.
The National Super Agency hopes that will end now that they've placed Graveler in his way. And it was time for his first encounter with the city's Villain.
The town was hosting it's annual parade, celebrating it's history and what it and the United States stood for... a fourth of July in the fall, so to speak. And there was a lot of fear over Storm Eye's very likely appearance.
Ah, and he showed up. The eerie silence was the same...but this time he showed a new part to his ability... using those sound waves to create a strong under current that lifted him up, though the things that were under him were certainly bent and smashed. He was quickly making his way toward the end of the parade line up: Where the city's prized symbol, a large clock, sat on a float.

The low strum of a bass guitar echoed low and foreboding as a snare set up an ominous 100 beats per minute and accompanying top hat symbols clattered in time with the rise and fall of LoQuinn's heel. A blaring guitar riff and then his ears exploded into the finest death metal the country of Sweden had to offer. It served two purposes, getting LoQuinn in the mood for a fight, and letting him know when Storm's Eye showed up.
He looked down at his orders, the jotted notes he'd taken after briskly being told that he'd be under surveillance to get 'a summary of his abilities in a real situation'. Though it was rather nice that not only had they been expecting the villain to show up (and how could he not?) but that they'd been so gracious as to offer him the first crack. Either way it gave him time to sit tight and wait on a roof top for the bad guy to show. LoQuinn's target wasn't difficult to spot, not by a long shot. The vague description being a guy destroying what was around him seemed to be filled out to a 'T' as Storm's Eye was carving a swath of destruction.
"Game time." he said with a flurry of nerves before crouching low and shifting his vantage point. He hated cities, their concrete and asphalt were for the time being the bane of his existence. His ear pieces still emitted the growling rage into his ears. He'd not found his opponent's range just yet.

As Storm's Eye came closer, his powers did their job well, causing what sound there was to entirely disappear. Below him, the parade had come to a complete halt. The chaos of people running to and fro, screaming and shouting warnings was put on mute. For some, the silence also seemed to freeze them, for others it was a spur to get GONE, gone NOW...
Was Storm's Eye also amused by the silent chaos, or was he simply practicing the new use of his powers as he seemed to slow? Perhaps it wasn't the town's symbol that he was going after. Either way, it was clear that Graveler would be needing to make his decision soon.

The sound from his MP3 player was becoming less than deafening. A real pity because LoQuinn liked this song. With a casual brush of his hand the ear pieces came out and he set the device down on the ground. He had himself a range, and an opponent below who had yet to notice him. Closing his left hand he leveled it at the ground beneath Storm's Eye's feet. His concentration narrowing so that only that section of street mattered. It was his 'world', his 'universe', his very being.
His power coiled in his arm locking on to all that was familiar in substance to himself. The limestone that had been mixed into the concrete comprised approximately 70% of the overall mixture the rest fought his control, blatantly ignoring his unspoken words. Rolling his arm at the shoulder it placed the palm of his hand facing upwards setting a destination in his mind.
And then he pushed. Forced all that power through to the concrete, that energy locked in formations of minerals. Storm's Eye wouldn't hear the screams of the man made ground beneath his feet as it exploded, shooting a shrapnel of force-compressed debris into his feet and legs.
LoQuinn was on the move the moment after the 3"x3" section of street had exploded. Heading for the fire escape that had already been lowered in preparation for Storm's Eye's arrival.

What was THAT? Storm's Eye hadn't missed the unusual motion of the ground, and now cracked sound at the block, the compressed waves forcing it to explode as well as sending Storm's Eyes --apparently careening -- upwards further into the air. He was above the rock, and physics held that he'd stay above the rock pieces, except for the small ones that flew upwards, harmlessly pebbling him.
Storm's Eye regained his air-balance. Now, in place of using all of the waves he was collecting, he steadied himself on a float. He could build up his energy that way without extracting it. And he could face whatever interesting evolved it was that thought throwing rocks at him would work.
This wasn't biblical times. He wouldn't be stoned to death.

LoQuinn glanced back as he got onto the fire escape. Nothing. Not a goddamn thing had happened. Well... he'd shifted him a bit in the air but that was all. More regrettably he wasn't expending any more energy. LoQuinn hurried down the fire escape hoping to use the time it took Storm's Eye to realize that a second attack wasn't going to come in order to do the next best thing LoQuinn knew how to do. Destroy s**t.
Hesitating before he dropped down the last escape ladder he knew that cement didn't go down forever. He bend at the waist, spreading his legs and leveling his upper body at the ground beneath him. Focusing his power into his hands again he punched, straight down into the cement causing it to crack and shatter as it had seconds before. This time proximity made the hits harder. The grating under his feet would offer him some decent protection from the shrapnel and he was wearing goggles. He hoped he could get to something usable before Storm's Eye wondered what all the commotion coming from the alley way was all about. If nothing else it would give those who were awestruck some time to get their senses and flee.

Perhaps in a few months, Storm's Eye would have learned how to use his sound absorption to pin point specific areas. Right now, he was still a rookie at this whole business. Not as much of a rookie as Graveler, but still... His ignorance won Graveler the time that he needed.
It also awarded him something a little more frustrating. Being that rookie he was, the time that he had to think about this as he waited put some fear into the man. What if this earth evolved was like Avalanche? Super powerful and able to bury him and the whole city in a blink of the eye! He'd never stand up to that.
Storm's Eye stopped absorbing the sound waves and began his attempt to blend into the crowd. Useless endeavor, but once he got inside a building to change, it wouldn't be so.

Sweet earth, he'd found it at last. He Drew it up and like a bubbling spring large chunks of rock rose to the surface. Once his mind had it's limit he levitated them around his arms as if donning a suit of armor. It would put something between him and his opponent and it gave him an incredibly formidable appearance. He heard noise from the street which was good news. It meant that at the very least his opponent had stopped muting things, at least that's what LoQuinn hoped was the case. If someone up and disappeared for a time he figured it best to understand the capabilities for increases in power.
He turned and walked briskly out of the alley his eyes searching for the man he'd been charged with capturing, subduing, killing? Stopping at any rate. They hadn't exactly been clear on the details as to how to go about capturing him just a place, a time, a target.
Like before it wasn't hard to find a man who easily parted crowds. They could be a perfect cover for anyone looking for an escape but when people ran screaming it was pretty hard to miss.
"HEY!" LoQuinn called out shifting his left arm forward as though to point him out again. The power was all around him, his mind focusing on keeping the shape of the stones around his arms while he readied to respond. "Come in peacefully and you won't be harmed."

Yeah, even if sound WASN'T being absorbed around -- the panic on the streets would have never allowed Storm's Eye to have heard Graveler. He really watched too many lame movies to think a shout would stop someone.
Storm's Eye didn't even know that Graveler had FOUND him, and he now was at the door of the department store he was about to duck and hide in.

LoQuinn watched as Storm's Eye continued to run. There was ambient noise but where he was located had been more or less cleared. So either Storm's Eye hadn't heard or wasn't listening and LoQuinn's chips were on the latter. The very first idea that came into LoQuinn's mind was to fire off the stone coating like a cannon at his foe, effectively ending the fight in a single action and limiting the damage. However that would put the crowd in a direct path of the speeding stone which wasn't a possibility.
He tried to focus on where Storm's Eye was located, but the cement wasn't giving him much more to work with than "Theres a lot of people". Instead he followed his target with his eyes allowing the man to disappear into the department store. At least he was away from the public. Curse 'the public' they just got in the way of things and made it more likely for unacceptable collateral damage. That was when it finally dawned on him.
His arms moved high above his head and he brought them down with terrible force. The resulting crash of rock on concrete couldn't have been missed. If the sound wasn't obvious the tremor through the ground was enough to give it away. In the back of his mind he remembered being told to keep the damage to a minimum. Better than par he thought, almost looking forward to being chewed out by Charles during his debriefing. As long as he kept himself restrained enough to not kill someone he could live with it. Things could be replaced, lives couldn't and so far no one had even been hurt.
"LISTEN UP! CLEAR THE STREET!" He bellowed as loud as his lungs could possibly muster. He figured that a good number of people would continue to run even if they hadn't heard him. It was geared to those stragglers who perhaps wanted to watch two Evolveds go at it. LoQuinn lifted his stone armored arms up from the impact craters they'd left and headed after Storm's Eye.

The idea was simple, really. Get into a three story department store and then attack in those close quarters. It forced the waves back in a tighter space, had a greater impact, made Storm's Eye job a lot easier. What is an earth evolved going to do in a place where there were still humans trying to take cover when it could very well collapse if he tried? The odds were much nicer for Storm's Eye in here, and it was easily seen that he was pleased to have been followed where he stood on the escalator, turned around watching for the cocky would-be super. It wasn't hard to spot a man who ran with purpose in a crowd of fools.
Storm's Eye was curious, quite ready to play a game. He unleashed a warning shot, straight into the display of flags at the entranceway. They were torn back, and the wall close to them collapsed downwards. The waves reverberated back, harmless, but felt. Storm's Eye had been practicing somewhere. He knew the right amount to use. Now, baby hero, what was the plan? Were you REALLY going after him in this building?
Storm's Eye wasn't a man of confrontation, though he would collide with Graveler if it was insisted upon. He'd play the game, though he'd much rather leave peacefully. If peace had anything to do with what he did, anyhow.

How silly of Stormy to take up residence inside a building, I might be a 'good guy' but thats no guarantee I wouldn't just level it with him inside. Storm's Eye was definitely taking his life into his hands by putting tons of collapse-able materials above his head. If he'd been someone of less character the thought of simply demolishing the base with everyone inside would have been tempting.
LoQuinn could see the air ripple around Storm's Eye, his sonic attack moving quite literally at the speed of sound. It was visible but it gave him virtually no time to react. He brought his hands up in attempt to block but found no resistance, no concussive force against his stone coated arms. Instead it came from the side, Storms Eye had missed, and it appeared it had been on purpose. The man had control of his abilities, to a better degree than LoQuinn, it wasn't an accident.
It was time for his very own show of power. His hands opened forming a triangle with his index fingers and thumbs. He centered the hand-focus on his chest keeping it approximately two fist lengths from his heart. His mind was already channeling his powers, shifting the rock into a denser mass though unseen from a spectator view. In effect what coated his arms was now beginning to hollow.
"You know that this is the end right? Thats why you've come here. You know that you've drawn too much attention to yourself. The cameras and all that other minor s**t you pulled. THEY got wise to you and they know where you are, it's why they sent me. Take a second to think about it. Where were the cops? Why would they only send one Super if more were needed? I'm giving you the opportunity's right now to make a choice. You can come quietly, or you can put up a fight and make me show you why they only needed to send me."
Of all the bluffs he'd ever made this was by far the riskiest. Though he was prepared to react should his opponent attack during his speech. Sometimes talking a big fight meant you didn't have to go through with it. LoQuinn Sumert hoped that this was one of those times.

A good guy monologuing. Hehehaha... When he couldn't even be said to like the sound of his own voice...
Storm's Eye shook his head, then shot a blast upwards, striking through the center of floor above where LoQuinn was standing. It made a nice get away for him, if he should need it, and made the debris that would soon be falling be in LoQuinn's area, not his. He watched the baby super with some interest, wondering how he would handle this. He was always taking in the sounds around him. Always, always being sure to have enough power. If this earth evolved turned out to be the brother of Avalanche, Storm's Eye wasn't going to be caught unprepared.

s**t! LoQuinn's mind reacted, flinched even, as he saw the air 'throb' as another sonic blast was fired from Storm's Eye. The triangle formed by his hands thrust out away from the core of his body as he threw the stone forward with all of his might. A focused mass of minerals, superdense despite appearances. To call it a cannon ball would have done the missile a great disservice. The size of LoQuinn's head, it carried all 140lbs of material he'd dredged from the earth. A simple sound barrier wouldn't deflect it like the concrete shards before. Storm's Eye's power had shown itself to require a 'charge' of sorts and even then he didn't appear to have the finesse to match the harmonics needed to break LoQuinn's stone.
As the sound blast hit the ceiling LoQuinn was already moving... backwards. The pressure against his body from his own attack sent him flying, the beauty of physics in action. The kinetic force of firing his body weight in stone with speed the distance he did superseded his own hold on the ground. And like a wire-fu acrobat he traveled a solid twenty feet, crashing through a display and came to rest halfway propped up in a jewelry case amidst shards of broken glass. He muttered thanks to the leather gods for his jacket as he attempted to suck breath back into his lungs. Needless to say he didn't get up, rather he kept his focus on Storm's Eye, ready to roll out of his 'bench seat' should his attack miraculously fail and be followed up by another sonic shot.

How could Storm's Eye not be wary of an earth evolved when there was one successfully raging in Africa at this very moment? Preposterous! He had an agenda that needed filling. Death was not ON that agenda, and if it was, it wouldn't be on there to accomplish NOW.
Storm's Eye opened his mouth and let out a powerful burst, which did indeed serve to first slow down and at least break apart stone missile, so that the pieces fell before they could get to him. He kept his mouth open to look downwards -- destroying the stairs, but lifting him back up into the air, then frontwards towards LoQuinn, the ground beneath him trembling and splitting in some areas like the floats in the parade had done.
He was still going *upwards* as well. It was a matter of some importance to LoQuinn as to whether he was planning to advance further than that hole in the ceiling or if he was planning to leave now.
