Actually, in an unmade episode, Gir DOES take over the world. Zim is going after Dib somewhere that's no on earth and leaves Gir with a superpowerful plasma cannon. But power is restored (sadly) to the humans before Zim returns, so he finds nothing out.

Even though Zim actually succeeding in taking over the world would basically make the show lose its point like many people said (and disappoint Dib fans, etc.), maybe they could have made it so that Zim has a dream that he actually does take over the world and sees what it's like or something like that. That would have been cool.
