No, seriously, this should be a piece of cake. There's this bandit encampment; apparently these bandits are pretty damn strong. About Chuunin level to mid Jounin level. They ganged up a jounin team and almost killed them. These lame bandits seem to be pretty good weapon users.
Your mission is to knock out all of the bandits. Tie them all up. When you see a man completely shrouded in strange black cloaks though, do not attack him at all, move around him; I repeat, DO NOT ATTACK MAN SHROUDED IN STRANGE BLACK CLOAKS!! He's way to powerful for you to handle. Instead, move around him; to you, his attacks will appear as instant.
Approach the strange man (who I may add, never speaks) and hand him this letter.
The bandit camp should be on eastern edge of the largest island of Water country.
