Vintrict I'll just wait a bit longer then before I let the Swat raid the place. I would have assumed they'd be too scared to get near the place, what with its supposed automatic defenses that don't seem to be activating despite the stuff going on and the crazy amount of fighters going on.

It'll mostly be just a closer, after everyone is done roleplaying their part in this ending to the tournament. Once things slow down, they'll raid into the stadium to secure the crime scene. Technically, Leviathan Stadium doesn't belong to Noah. In fact, I don't know who it belongs to. Either way, it means that if there's trouble going inside, the GPD would have the right to go in and cease action.

Leviathan Stadium is private property run by one Enki Leviathan, with security left to a privately hired force, which isn't a whole lot because there really isn't much you can throw at a place full of super powered people running about.
The Stadium is in a working agreement with the Port City of Latent, the Governmental Council of Latent having a great deal of connection and good will with the place considering the fact that the place is founded by the descendants of Atlanteans, and their fervor for the Leviathan itself.
Basically, ******** your Swat.
And ******** zombies.

What automated defenses?
Being as its the end of the tournament though you'd probably have both Deity Inc (HoH Security) and Creation Industries Security, (which IIRC is in charge of day to day functions of the stadium) Present. Neither of which would be easily swept aside, why they aren't stomping heads? Probably slowed down by the out rushing mob, but absence for plot reasons works as well.

Then there's a possibility that the GPD is in a working agreement with the city's own enforcement to come to aid when the need arises. I'm sure that if Chen called for help, GPD operants from the neighboring city (not counting the ones that are stationed there already due to Chen's involvement in this tournament), could come in and aid in dealing with any crime that occurs in the city. If not the GPD, then at least the city's own force would come to his help due to alliance obligations or the crime just happening.
In short, a crime has happened on private property in a government ran land. They would have more than enough right to rush in and arrest any who are responsible while securing the crime scene.

Vintrict I want Chen to call in the Swat team to secure the crime scene and resolve the dispute with what seems to be chaotic zombies, but I want to make sure it'll be alright with everyone else. It won't be a one post deal, though, considering there's going to be resistance. I have to agree that this would be a bad idea. I realize it'd be a fun thing to do for you, but it pretty much serves no purpose, and things are being derailed enough as it is with all this zombie stuff. In the end it's really pointless, and although I see what you intended with it for RP purposes, it just doesn't make any sense when there's already plenty of security. The only time something like that would work is if it was being worked out with guys behind the HoH plot and actually made into something that agrees with everyone. What was the reason behind it anyway?
