They're not talking about banning someone for what they believe in, Tenkai
It's about banning people for discussing (aka, bashing or insulting, for most people) a religion or lack thereof.
Because, fact is, most people really cannot discuss religion without going FULL RETARD MODE. If they can? The ability quickly dissipates when the discussion involves a larger group of people.
