Seriously, we got an intergalactic conquering empire, tons of laser technology, magic, giant spaceships and stations, but people think they're clueless when it comes to designing something comfortable?

Phase 1 clonetrooper armor was notoriously difficult to wear comfortably, actually. Let's also not forget that Star Wars also has the strange phenomenon that undergarments were not really around, at least in the movie presentations. If you dont' believe me, seriously look for the interview where Carrie Fisher talks about them taping her breasts down because they jiggled too much and a bra would have poked through the fabrics too overtly.
So. Yeah. Governmental oversight.

Yeah, and the comment about seeing straight to Florida.
It's just weird that technology is so far advanced, but the idea of comfortable clothing is somehow beyond them.
