Well we could set it after the SCII Campaign, where a handful of Zerg are now helping the Terrans due to Karrigan, the Protoss now at peace with Terrans and Dark Voice causing hell in the galaxy with his Hybrids.
Or follow the story when Mengsk comes into power.

I vote this one to not have laguz. As helpful as they are, it becomes bothersom trying to find people to play them. Because everyone wants to be one tribe, but none of the others.
