I m not at the rank my strength is at gennin and chakra is gennin just my speed is at jounin level so when did I say I was at jounin level all tat is jounin level is my speed. ya and a chunnin that will be my speed and t jounin I will be so fast it will be hard to keep up lol

Funnily enough, most lightning jutsu Stop your movement or slow it down.
So saying that lightning jutsu gives you a boost is totally unfounded.

Bullene Katsurou Lightning Jutsu does NOT give you a speed boost!
You can be slow as s**t and know lightning jutsu! that my only element and me an the kage ready said my speed a little back but I learned more jutsu so it went up so dudesut up I am at your speed level

I really liked her too.
BUT I MUST LOVE THIS NEW CHARACTER
So she doesn't feel left out in my head.
@Kills- It seems to me that chakra affiliation doesn't affect speed. And I wouldn't want to tackle DC in simply a gennin battle, even if you have Jonin-level speed.

It doesn't quite work that way. As a Genin, you would not be able to use your Jounin level speed because it would drain you in a matter of seconds. Bullene - He's a Raiken Clan member, it's part of their special traits.
