That's somewhat the point.
Nobody fights anymore. So if they don't fight they don't rank, and the world knows they're pussies. :meanface:
No cushy S-Class spots for people like Maxi and Vahn unless they throw down for it.

Thats a good idea, really.
Makes people fight for the right to say, "I'm better than you, and I've got the experience to prove it."
Actually scratch that. Its more like a ranking system for Battlefield or something. The more you "play the game", the more you level up.
I guess that makes sense.
