I check, and it said special jounin are specialty in one group and are not really the sensei and stuff. It not that they are weaker but they are more like expertise in one field while normal jounin are the normal and they are allow to teach genin while special jounin do more...specific work...So if you want me to teach than it will need to be a chounin since I'm not sure that special jounin can teach.
