"Then I agree Konan. We just need to iron out all the details," Zetsu replied. "Only if you agree of course Pein-san." He bowed his head toward their leader in acknowledgement of his power over them. Despite the fact that it could be fun to chase the mice Zetsu realized that a chase would do nothing for them. At least his white side did. The black was prone to instinctive urges and so it wasn't ready to just wait.

"That's probably our best bet, but we've got to ensure that they won't succeed in taking the bijuu," said Zetsu. "This must be done carefully."

"Hmmm... That's an interesting idea Konan. I think they'd want the bijuu just to take power from us, but perhaps we should just make ourselves the bait," he said before falling into a thoughtful silence. "But we could be putting all our power at risk," spoke the black side. "If we seem weak, those below us may find some want for freedom from the Akatsuki and then we'd have a much bigger mess on our hands."

"It seems that no easy answer is possible," murmured Zetsu in agreement. "How could we possibly satisfy the populace while drawing out our enemy?" he pondered out loud. The plant man's thoughts drifted to and fro, but no answer seemed close to revealing itself. "Konan-san, what if we gave out a couple of our bijuu to some trusted, but obscure allies? If we use that concept of yours perhaps we could send one of them in to infiltrate the Resistance. They would have to be a great actor though and they must be a well-versed ninja," spoke the black side. He knew it was a weak solution, but he couldn't think of another as of yet. Something ought to be put on the table.

Sano had been remaining silent for quite some time now. He wasn’t really a masterful planner and thus didn’t pretend to be one. He had joined the Akitsuki because at least for the moment he believed in the ideals of Pein. As a member of Pein’s theology however, his role was really only that of a powerful foot soldier. Sano liked to believe he had the brains to try and carry out what Pein wanted, but he felt his talents could be better used once he had a set objective. Sano gave a sigh feeling as if all the arguing had finished. Sano then turned to them and said, “Well as fellow veterans of the Akitsuki you should know that there are many within the group that are new, myself included. Surely there must be at least one of us who is unknown to the Resistance. Perhaps one of us can better play the role of a spy. Worse case scenario, if we are found while in the base of the resistance we will at least have the strength to not only get a message back to the rest of us, but also be strong enough to cause a lot of damage.” Sano then went silent figuring that was all he really had to say on the matter at least for a little while longer.

"But if we attack the places in our way we'll sacrifice many shinobi and civilians. The populace won't be happy and neither will we," said Zetsu. "But if we had a target the bijuu would be good for attacking the area. Sadly, our spies have done nothing for that objective," said the black side. "I think we need a spy, a very good one to get us into the Resistance, but that wil be a difficult thing to do... Perhaps you're right Sano. Maybe one of the newer members could do it..." Zetsu's white side spoke up again and he glanced at Konan for her reply.

"Interesting method to discourage involvement with the resistance and it does follow our general propoganda. However, how would we do this convincingly without insiting a rebellion." Konan asked simplely watching pain out of the corner of her eye. She was surprised pain was letting them argue among themselves and not saying something on the matter at hand, though she didn't reveal anything outwardly.
