Sailors have told stories of mermaids living in the sea throughout human history. They come to the surface rarely, and can only be glimpsed for an instant. Humans have heard of the tragic tales of sailors being lost at sea and saved by mermaids. For centuries their two worlds have remained apart. But have they wondered what it would be like if the mermaids became humans? Over time, tales of the merfolk have faded into the sea foam into legend...

Now, in modern times, though mankind have forgotten and no longer believe in the existence of mermaids, mermaids have not forgotten about them. The conflict between land and sea has always existed throughout history and the mermaids have come to accept that the only way to get along with the humans is to let them forget.

The city of Atlantica, hidden deep under the sea, continues to thrive under the rule of King Triton and Queen Athena. Together with their seven daughters, the royal family continues to rule over the kingdom in peace, away from the human world. Even so, due to the curiosity of their youngest daughter, Ariel, the king and queen have been inspired to encourage merfolk to bridge the gap between their two worlds.

Existence of Atlantica and other undersea kingdoms is kept a guarded secret, but it is a rite of passage for young merfolk to experience life on the surface. Some merfolk have decided to live on the surface permanently to run a 'study abroad' program for meryouth, where they are placed in homes and receive a human education. Later, they can decide whether to stay and live among the humans, or to return to the sea.
