This event must be HELL for Fafnir.
First he can't burn the townsfolk because his fire breath freezes before it can singe them. If anything he can give concussions with his frozen flame breath.
Secondly, adolescent versions of him are popping up like daises.

and then there's users like me who make him wary on if the original is still frozen and stiff or is it moving around.

So what happens when the countdown reaches zero? All I see when that happens is that the health resets.

At that point, two grant links for Snowflake Charms are spawned. The links only last for 15 minutes so you must hunt them down. (Or, thank people for posting the links in this thread since it's hard to hunt the links down.)
And, yep, his health resets and the process starts again... on a quest for two more links~
