I was disappointed with this 'cliffhanger'. A lot of episodes were just filler episodes to lead to Terminus. It's not surprising that it was some kind of people-trap. If the filler episodes hadn't been there we would have seen more of Terminus.

Personally, I think it was Father Gabriel, or a character based on him. The prison gang come across him after the battle with the Governor.
