■ NEON MANIPULATION c 】 with this power he can run at speeds the human eye can't see, typically leaving a trail of neon behind him. if he collects enough momentum, he can run up walls, glide certain distances, etc. - however it doesn't last forever (eg; he can't indefinitely run up a building or glide over any size gap, etc.). he can also use neon to create blasts and constructs to rebuff attacks/create knock back weapons (to a certain extent - obvs large weights can break the constructs etc.), and snipe with bursts of neon. rigby can't generate neon gas, however - he needs to source it from neon signs, etc. thankfully a little bit can go a long way!
■ FELINE PHYSIOLOGY c 】 enhanced senses, balance, night vision, and flexibility - along with the ability to grow long claws and fangs. this has lent to his aggressive fight style, having ripped out many the throats, with his teeth heuheu. he has a hunter's instinct, preferring to stalk his prey and attack in vicious, surprise bursts.
■ WEAPON USAGE c 】 rigby likes to kill with his hands, however due to both of his powers being theoretically more suited to defense and evasion, rigby employs police batons and three hunting knives and uses his powers with his weapons to bolster his offense.
■ WEAKNESSES c 】 strong, dense winds can blow away his neon constructs or set them off course. super strength/heavies can use their strength to break his constructs (generally not with their bare hands, unless they have armored skin or something). he uses evasion and quick stealth in hand-to-hand, and his neon sources from his hands and feet, so getting his legs/arms pinned down by someone stronger than him puts him at a disadvantage.

■ rigby was released from government care back to his family when he was three years old. grew up in new york city, and faced typical discrimination (and fear from his parents themselves), which caused him to become embittered and uncaring.
■ got through a government-approved, SPIGG high school, however didn't dare try to get through a university program. had little faith in the government and the people.
■ basically moved out at nineteen and made ends meet by taking various bodyguard jobs for rich politicians, which gave him a real good look at the corruption high up. decided having a political stance or opinion wasn't worth it anymore - enjoyed his nice apartment and frivolous things.
■ was one of the first SPIGGS to actively endorse the bill. basically was eager and happy to go after other SPIGGS because he's a total psycho and that kind of thing excites him deeply. adrenaline is his go-to drug.
■ crazy but also crazy charming - he adores his fans and always makes a joke out of it when the reporters are watching. skips in front of the cameras, throws out cheesy one-liners - acts like a character instead of a real person because pretending to be human is his forte. hates getting injured and once stabbed another SPIGG twenty seven times in the face for scraping up his left arm.
■ okay okay, rigby is a total sexual fiend so i'd love to have some exes, fwbs, or even fans that he's slept with! i'd also really love to have another SPIGG that he was in a relationship with, but that he used to get to and kill said SPIGG's BFF or sibling or something? y///yy/y/y??
