I think the chance items should be thrown out entirely due to the whole gambling aspect. There's a reason casinos have age limits, and Gaia is by and large dominated by those under the age of 20. Oh but wait, it's not really gambling, you get a consolation prize no matter what?

Maybe casinos should try that ploy, hand out a pebble with every failed roll and allow minors in. Let's see how long it takes for the government to shut them down. >.>

Also notice that the prettiest, most appealing items are always incredibly rare? The vast majority of the Gaian population can't afford to get even one of them, they're simply too costly.
