Sadly no, not since I began playing. I've heard rumors that when LK first started, some of the RIGS did for a short time and it was a super rare reward. But I have no way of confirming that.

That's a good idea. It's what I usually end up doing and quite often those questions do get answered. I never make AtS until near the end when they've stopped taking new questions.
