I think it means the ombre stub is only able to combine with another ombre stub
like you can't have an item with ombre quartz stub and (regular) quartz stub.
they would be two separate items.

This is actually incorrect. I asked Yuroppa herself and you may combine the ombré and regular together if it involves the same hair pose.
