If one goes back a billion years in time, the planets in our solar system would be rapidly sucked into the sun by its emense gravitational pull.

Your math made no sense.

And decay rate is based on quantum physical constants which we can use cosmological observations to test for all of time. They don't change, and thus, neither have decay rates.

Furthermore, we can additionally test decay rates via the Oslo reactor and confirm them against other dating methods.
