this is actually a simple process
when making a graphic
treat a gif like you would a still image
except you have to keep pasting the still image over and over again

for something simple like the gif i just made
1. simply use the paintbrush tool and make a circle or star or etc.
some sort of basic shape like triangles or whatever
now, assuming that you downloaded the gif
2. file>open as layers, and open the gif
the gif will drop on the circle you just made

now forget about the gif for now, we're gonna fool around with layers
3. select the paintbrush layer and layer>transparency>alpha to selection
(i use gimp 2.8 so this may be different if you're using 2.6; let me know)
now this part gets tedious; you have to remove all the stuff you don't need
which is all the stuff outside that dancing dotted circle you see
4. go to the gif layer that is right above the circle layer,
5. merge it
6. select>invert and proceed to edit>clear
you'll see all the stuff outside the dancing dots disappearing
go through all the layers until all the gif layers are shaped like circles
7. then filters>animation>playback and you're done :3

try it out and tell me if this makes sense to you . w.
i just went through it myself and got a gif circle full of bouncing titan belly > w>
also if you understand this, i'll move on to how you put gifs in graphics

okay, well it's simply like this:

1. start with a transparent layer:

2. use your paintbrush tool and paint a simple circle or another basic shape:

3. select>open as layers, and select a png you downloaded; the png should drop over the circle like so; i moved the png down so you can still see the circle:

4. go to the layers panel and select the circle layer; layer>transparency>alpha to selection and you should get this:

5. now, you have to merge the first gif layer with the circle layer like so:

to get this:

6. next select>invert; then you have to clear all the stuff outside the dancing circle dotted layer. edit>clear; go through all the layers like so:

7. when finished, you should have something like this:

8. for proof that the gif still works, filter>animation>playback, and you should see a screen pop up and your gif play as such (this one doesn't move btw but pretend that it does) :

I didn't know what you linked me to since we had misunderstandings in me trying to explain what I wanted. I wasn't going to read a tutorial if I felt we still weren't on the same page.

I cannot text outline because my Toolbox Options isn't attached to my toolbox... So I cant find the select path or whatever.

It will be in the "Layer" drop down box. Mouse down to "Transparency" where it opens more selections.
I just alpha to selection... I think. Is that what you wanted to know?
