Ok here is my second try

Um, I'm not sure how that represents the city but it's still too cluttered, I don't think you need so many elegant viels and so many items in the background, try to get more body stuff.
You're lucky you got white hair, there are a lot of white items you could use.
But honestly I think you should start over because that does not look city-like at all to me sweatdrop

You guys, prepare, I'm in a very Simon like mood.

@Tux: I think the top half matches better than the bottom, there's just too many different shades or red and orange. The red tube top seems pink-ish compared to the other reds. But in all, I don't really see city in that, maybe not cover up so much of the bottom?

@Lexxy: There is no city in that. Or at least I see none. City of Angels isn't what we were supposed to do, and I think teh judges will dock point for you 'creativity' rather than add. I think she wanted an urban type of city. Anyway, nothing matches and it's unoriginal.

@Daisuke: That looks city-ish but I think you can incorporate some green in the torso area. But I think the Cuttlephones and emo glasses clash with the purse in idea-wise. An emo girly girl? .... I think you can see my point.

@Lady: That seems ecentric. Fine idea, but the red doesn't balance out much. It seems focused on the torso area. And the reds are all different shades.

But I already sent mine in, but I see your point, but the cuttlephones weren't supposed to represent emo just the headphones that match the jacket I hope the judges see that crying
Oh and I like your entry, but I would of used tribal tattoos because people in general get tribal tattoos a lot but those look fine

Well when I went to NY I did see a lot of poor people and it was sad not to mention that parts of the State a run down and dirty so here is my other idea

That looks a lot better then the last one xD I like it
But try not to cover up the hair too much so maybe keep one dander on the hair and remove the rat?
And I didn't know there weren't purple tribal tattoos, I thought they had them in all colors
